Conflioling opinions prevail hi to the . fowl, cheapest,' and roost substantial ilan of improving roads, but a fair and unbiased verdict cannot be other than favorable lo a plan which, though a little more expeusive, rill insure the most substantial,, and consequently f ho most satisfactory results. This county has abundant resources in the way of wood and stone where, with to improve roads, and both have been used to some extent for that pur pose with good restilts iu both cases, but afier careful observation of the re mits obtained, we are convinced that macadam is by far the most serviceable of ilie two, though it is undoubtedly the most expensive. Accepting the macadam or crushed rocs: proposition as the best, the next problem is the least expensive means of getting the roclc, and. in this con nection the attention of the county court is called to the proposition of Messrs. Burko Chapman, who of ered to sell the county their crasher, which they are operating just north of town, for $.0J and deliver it to any pari of the county. The machiuery it comparatively new and in perfect, working order. It consists of a port aible engine and boiler, and a crusher that will crush sufficient rock in ten hours to macadamize several hundred feet of road. This is certainly a splen did offer and one that should receive the favorable consideration of . tbe county court. This county ia at an annual expense of about f 1500 for road work without any visible improvement in the roads except, possibly, during the dry- sebson, when nature does more to pat the roads iu a passable condition than all the fruitless, labor which is expended upon them. ' The threadbare, absolele system of patch ing up a few chuckholes in the roads every spring, with the material sup plied by nature, only to have the mud gel deeper and the roads more impass able each succeeding winter, bas be come very monotonous and tiresome. The lime has arrived when a change must be made regardless of expense. The county yearly pays out enough money for practically useless labor to bny two or three stone-crnsbers and operate them several months, and whej once their woik is done it will be substantial and luitiug'and there fore the most economical. There is no longer any use trying to disguise the fact that the present system of working roads is a dismal failure. Itlany years of failure has demon strated it, and the sooner we adopt Home other system the sooner we will have taken a long stride iu the direc tion of convenience aud prosperity. As ounce of prevention is worth a pound of cure, and county commis sioners and road supervisors should see to it that laws for tbe suppression of weed peals are executed. The Phil adelphia Ledger says that appeals have racenlly been, coming into the depart ment of agriculture from farmers in the northwest lor aid to exterminate the Russian thistle. The pest, which, by the way. is not really a thistle, but an annual nearly allied to the suit worts, was introduced into Scotland. 8. P., years ago, in some flaxseed im ported from Kunoia. It took kindly to the soil, and no effort being made to eiadicate it, speedily overran South Dakota; establiahing itself by 1891 over a territory of more than 30,000 square miles, and now it has invaded oilier states, and if steps or not speed ily taken it bids fair lo establish itself over the whole country from Canada . to the Gulf of Mexico. Last year the damage to crops from this new pest was over $2,000,000, and this year it is estimated that it will be more than double that amount. If there can be any way devised to eradicate this fast becoming nuisance there should be no time lost in itaexettillon. Over in Washington that "snap" was played out ten years ago. Over there they elect business men for county commissioners, and pay the assessor a decent salary, and as a consequence sneh "fake" methods cannot be woi ktxl Lake county has agreed to pay cigh teen per cent. Columbia county must have better roads before it can enjoy the full ineaa lire; of prosperity to which it is justly entitled. Battled in his extraordinary and on American Hawaiian policy aud humil iated iu the eyes of his owu country men as well as of the entire world. Such is today the eneviable position uf the would-be American dictator, Grover Cleveland. Even the most pronounced opponent of the adminis tration can afford to feel a little sym pathy for Mr. Cleveland, who is, after ali, the president of the Uniteil States. If members of congress would vote as they think, regardless of political ties. tli impeachment of Jlr. Cleveland would be as certain as the coming of Christmas, and. as il is, it is probable that only his shrewdness in making the unconstitutional portions of his instructions to Paramount Blount and Minister Willis verbal instead of writ ten is all that will save him from that fate. There is no reasonable gmund for doubt thai in those verba) iostruc lions he was guilty of an impeachable crime, which the written instructions do not entirely corroborate. It should be a terrible warning, even to a man as bull-headed as the president has shown himself to be. Senator Morrill is the oldest man in congress, and his physical condition is somewhat feeble, bul he proved by.an able tariff speech, contrasting the Eng lish policy of tree traue as outlined in Mr. Cleveland's message with the American policy of protection, which lias made the United Slates the most prosperous country on earth and given our workingmen an opportunity to rise, thai is boI given to wage-earners of other countries, that there is uo fall ing off in the menial vigor that has for thirty years made him prominent figure in congress. He treated the matter from an American, not a par tisan, point of view, and was conserva tive in his language, as he always is. The democratic scheme for the ad mission of only such territories as are likely to go democratic was fully un covered by the tactics used to railroad the bill, providing for the admission of Utah, through tbe bouse. The scheme will be checkmated in the senate, where the bill will be amended to make it include Oklahoma, and then the issue will be squarely made to admit both or admit neither. ' Exclusivenegs seems to be getting contagiums under this administration, and somebody at the capitol appears to be desirous of making that building even more exclusive, than the white house has been made. First, orders were issued shutting the public nut of the senate chamber entirely ; it has always been a favorite custom with vis itors to tbe capital to stroll through the senate chamber, which has always been open to them until fifteen min utes before the time for . opening the daily sessions, until this order went into effect. Next, the public, with the exception of the newspaper man. was prohibited the use of the elevator from the casement to the senate galleries. To the credit of the newspaper men, this exception has not lessened their criticism of this sudden exclusiveness. But the most unsatisfactory rule of all is that which closed all of the entrances to the capitol, excepting one through the senate basement and another through the house basement, every day at 4: 30 o'clock p. m. No matter in what part of tho building you were or wished to go after that lime you had lo use one or the other of ihse two doors, which are about an eighth of a mile apart. This rule proved so ob jectionable that it has already been rescinded. Democratic distinction over the tar fT bill is increasing instead of de creasing. The democrats on the committee on ways and moans have made numorons changes in the bill in the interest of industries that happened to have a strong democratic "pull,' notably the brewers, and the end is not jet. . Of Interest to all School Directors In Columbia County. The following is taken from the general laws ;f Oregon for 1SD3, at.d is entitled "An act to secure a more convenient mode of making assess ments and of oollectine and paying taxes." It is f interest to all school boards, and should be carefully read by them : Section 3. That all tho taxes here after levied bv any school district or incorporated town or city shall be levied upon the protier'y therein re spectively assessable upon the valua tion of such properly as shown by the assessment roll last compiled before said levy is made in the county in which such school district, or incor potated town or city, is included ; and it shall be the duly of the clerk of the enmity court in each of lh several counties, upon application of the clerk or board of school directors of any schiMil district, and of the recorder, audittir, or clerk, or common council, board of directors, or trustees of any incorporated town or city, lo furnish a certificate, under the seal of' the county court, showing; the aggregate valuation of the assessable property in the school district or incorporated town or city from which such appli es '.it tu shall have beeu made. Section 4. It shall be lite duty of each school district and of each itioor (Miraied town and city to notify, in writing, the clerk of the county comt in the coutity within which the school district, town, or city is .respectively -ituated.of the rate per cent of the lax levy made by it on or before the lirsi day in February in each year, which notice shall be kept on file by the sev eral clerks and remain a part of the records of the ortice.
