There must be u established policy before capital can be induced to come out of hiding and perform its alloteJ functions. lit the late campaign the (lemocrats advocated the entire repeal pf the protective tariff aud went into office on a platform which unquali Widely characterized protection as a gi gantic fraud, a burden which the peo ple were not able to bear and a troveety vpon" justice. Jt now remains to be seen whether the dominant party is pne of words or deeds and also how they propose to ruu the government without a revenue. We repeat that there is little prospect of the tariff be ng dangerously tampered with for the Very good reason that it a an estab lished fapt, and no longer a theory which is being perpetrated upon the pountry for the purpose of wattling its effect. The administration must take its position on, seme of these questions before Uie finances of this country assume normal proportions and the pld and prosperous conditions prevail. The democraU now have the oppor tunity they have been asking for and it is their own fault if they dp not profit by their opportunities. According to an eastern authority the world' fair is going to be an im portant factor in making money plenty and relieving this imaginary idea pf plosenets. Honey has been saved up in hundreds of small places for months, aud the stream is running into Chi cago. As that city is the financial dis tribution point for the west, it is only a question of a short time before the ' bulk of the money expended by fair visitors, gets back into the channels of trade aud commerce. An encourag ing prospect of a fair share of this money finding its way to the coast states is afforded by the winter fair to be held at San Francisco, and to open in December. A great many exhibits, it is promised, will be forwarded to this fair from Chicago, and there is a flat tering prospect that a lively immigra tion to the coast will incidently be fos tered by these two fairs. At the least calculation the' money which the world's fair lias caused to flow east from coast states will all be compen sated by this later exposition.. As no assistance could be bad the barn was soon in the same condition, and the result was a complete destruction of both.
