The people may be a little hasty .in de manding th impeachment of Mr. Clefefand for hi tyrannical action, but Jie has very pompously sssunv.-dau au thority which certainly is not vested in liiin, and for which he is receiving the Just condemuution of an outraged peo ple. The manner in Which the traffic in Chinese "Merchant" is beios openly carried on is notorious, and it is no matter for surprise that the people are beginning Co show their contempt for an administraiiou which will not force laws after they have been passed by congress and declared constitutional by the supreme court. Sinee the sus pension of the immigration law numer ous vessels, particulary the Danubff liave been busily engaged in ruuning alleged Chinese "Merchants" into the country, and although it has been well known that the certificates citizenship upon which her passengers landed, were forgeries, they had little difficulty in getting ashore. The en tire civilised world fs watching as and the weak-kneed vacilating manner which the dominant party ia handling this matter is simply bringing upon the administration the ridicule and con tempt which it merits. Iu Chins, laws regulating immigration, or anything else for that matter, ere promptly forced and those who ignore or violate them are summarily dealt with and ro consideration is showu them simply because they happen to be foreigners. The righteous indignation of thepeopli as expressed in the Portland meetin is just and excusable and is as little as could be expected by tie administra tion for its lack of backbone. From the meager reports received it is impossible to plaoe the responsibility but it would seem that there is some body radically to blame. In some unac countable way the Victoria was ram med by her sister ship the Camp down, and so badly disabled that she went to the bottom in a few minuU-a, enrryiug over four bundled men down with her. The terrible fatality of the accident is almost without parallel in the history of marine disaster, and has not been eqtrarod in fatal results since the sinking of I riff Royal George, in 17S2, when six hundred souls found a sepulchre beneath the wave a8 These are one hundred and twenty newspapers and magazines published in Tokyo, tha most important, from the standpoint of circulation, being the Asabi Shimbun, or Morning Tfews, -Asabi meaning moring and Shimbuu meaning news. This paper enjoys circulation of 100,009 copies daily, wnue ai usaaa a paper ot the same name prints over 130,000 papers every morning. The daily news of Tokyo lias a circulation of about 30,000 cop ies, but in spite of this small circula tioa it probably baa fully as much .. weight with the intelligent reading community as have those papers which circulate more largely. The large cir culation of the Morning News (Asabi fSbimbun) is greatly due to the fact that it prints from day to day contin ued serial stories of fiction, and on this acoount is largely bought by the women In Tokyo and vicinity. The Daily News does pot addopt this feature which I think is American but on the con trary devotes its space to all the news happenings of the day. The reporters of the Daily News "cover" (as you say here) all the murders, suicides, fires, court trials, receptions and social, the atrical and sporting events in a similar manner to the great American news papers. It is also more fearless in its editorial utterances regarding politics, and, while Japan is an empire, it must be remembered that the people elect Inembers to the house of representa tives. In addition to the Morning News and the Daily -News, there are thirty three other daily papers in Tokyo, a large majority of Which are morning papers. Japan has not as yet adopted to any extent the American custom of printing evening papers, either seperate or in connection with the morning d-Uion.Ex. Theee are a number of democrats at present in Washington, including sev eral congressmen, who are in open re belion against so much of the Chicago democratic platform as declared pro tection to be unconstitutional.
