Che Ovc0im lUt. BUnBCltlFTfON. 11.80 PER YEAR. St, IIklkns, Jukb 2. 1893. REPEALING THE PENSIOIf LAW, Oat of th most important docia jona ever issued out of the department W the Interior waa last week iont by rJecrelary Smith to Puusion Cumnii aiouor Ratim. This decision annul the tot of 1S90, known a the depend nt pension bill, wherebyall ox-fedoral eoldiera dow incapacitated fur labor or finable to earn their living, are allowed ponaion ranging from 0 to $12 per month, regardless of whether their diaabilitiee wera contracted during ao. TuaJ aervice, or were the remits of hc- cidonta or aickneaa since thuir dia charge. The object of tiio law was to . assist Old soldiers, who are now broken in health and estate, in supporting tbemaeives and families, and was given them aaa complimentary acknowledg ment of their service and lo liquidate debt of gratitude for the same, it) which Hie government considered it self held. This law was a boon to those to whom it applied, and worked no particular hardship upon, the gov ernment. It involved the disbursing pf about $20,000,000 annually, but the monoy was systematically distributed all over the country and directly bene fitted poor people and those who are particularly deserving of it. The sua pension of this law will simply with' draw $20,000,000, or thirty -five cents per capita from circulation. This Will be the general result, and the practical result will be to withdraw almost the only support of thousands of crippled, destitute veterans who ruined their health and pauperized themselves and familes to support heir country. Undoubtedly, the: fire men drawing pensions under thi law who are not deserving of them, out this fact should be no argument in, favor of entirely suspending the law;. TJbis money is, or was paid to a class oj people who were obliged pay it out immediately upon receipt, lor their liviug, thus keeping it iu con atant circulation, and as they are rear denti of every county in the United Slates, the money was systematically distributed in every part of the gov eminent. The withdrawal of this vast sum will, therefore, be universally felt and will surely have a perceptablo ef fect upon the business interests of the country, for with the present depressed monetary conditions thirty-five cents per capita cannot be withdrawn with out visibly and injuriously effecting the finances of, the country. for a lodg engagement. It was sincere ly hoped by a long-suffering public that Mr. Briggs was effectually suppressed and his disgusting wrangle settled but it teems that he hud only let go for a short lime to "blow" and get a new hold. The jiiinciplee ,if there m any involved in this pow-wow, oueof no praolial intermit to the pcopio civ gaged in it, anil certainly ot no interest or benefit to the public. All parties involved in this nerve-rasping rumpus are making tiiomaclvea ridicu lous and would appear more consistent and to for better advantage in the eyes of the public if I hey would throw their creeds, dogma, inelegant contentions and heresy triula aside, and go peace fully about the work of saving aouls in which commendable occupation the church people are supposed to be unitedly engaged. Messrs. Evans and Son tag, the mod ern Dick Turpin and Claude DaVal, of Viaalia, Cal., continue to make things interesting for aspiring young detectives who camp on their trail. The latest exploit in the checkered career of these gentlemen is the prob ably fatal shooting of a detective named Black. Black and another detective went to the neighborhood in' habited by the outlaws last October and engaged in cutting wood and hauling lumber keeping, a lookout in the meantime for the bandits. The latter soon "spotted" the detectives and sent them word to leave the coun ry pn pain of death. Black thought no more of the threat untill last Satur day, when upon returning to his cabin he was fired upon from ambush and riddled with buckshot. Black crawled to where his rifle waa and returned the fire as the bandit retreated. One of the bandits was seen alone shortly af terward, and it ia believed Black sue seeded in killing the other one. The capture of these fellows furnishes a brilliant opportunity for some ambit ious young detective to cover himself with glory, but so far all who have at tempted this hazardous enterprise have only succeeded in getting a bide full of cold lead. VISITORS to the world's fair will have to opportunity to see a perfect repro. duction of a Viking ship, the kind used by the Norsemen or Northmen, (luring the 8th, 9th and 10th centuries. The ships were very similar in size and appearance to the Roman galleys, of the same and earlier periods, and were propelled by means of sails and num. erous oars. The ,- Viking ship was built in Norway, manned by Scandina vians and started for the world's fair nearly a month ago. A series of fes tivities has been arranged to take place at Newport, R. I., upon the arrival of the Viking, after which it will be towed up the St. Lawrence river and through the lakes to Chicago. The hardy ad venturers who first used these queer vessels were the boldest, most ventur- tome navigators of early history and anticipated the discovery of America by Columbus by fully five hundred years. Their early expeditions to this and other countries were made purely for the love of adventure and the . pur pose of plunder, and no country which tiiey visited ever profited therefrom or wished to see them return. The Vik ing wil be the center of attraction to sllstudeDtsof antiquity and will be second in interest to the coravels of Columbus only,.- ion any cood by bringing their petty inaWiaine into anch oiiestioualilfil cauie out lar aneau, Dotn in Hie jealousies tuw SllcU questionable Umotint ot milk, pereeutage of butter and prominence. It is none too soon to begin these minor preparations and the streets would not suffer from a few at tentions any way, besides everything should not be left uutill the last minute, as there is going to be plenty to do every day to properly prepare for the celebration. The attention of the city council ia respectfully called to this matter, and .it is hoped it will have the cooperation of the citizens in the work. G. A.
