SUBSCRIPTION. 11.60 PER YEAR. St. Hslkns, March 17. 1893. Tkk road law aa amended cen traliie the county road business in the county odurU ol the several counties. Tales are paid in cash, no levy to exceed five mills, and are dispensed and ap portioned to toe several districts by the eounty court. A special road law was also passed that will enable persons owning property along any particular load to improve it to any degree of perfection, the property within three tailes of the road on each side to pay the costs provisions being made for meeting the indebtedness thus ac quired by instalments, payable over a pace of ten years. The law is very materially a chance from the old one, and all its ins and outs and how it will operate are not very well understood. The most important thing of all in toad making is money and any system Without plenty of money will be only a partial success. According to the Astoria Herald, Clatsop county is carrying an indebt edness of $?0,0J0 and h.ve nothing to how for it. If Columbia Couuty's indebtedness amounted to one-fourth this sum the howlers would all take a fit. However, Clateop county is un fortunate in having such a large indebt edness at this time, for that county as Well as Columbia Is at a point where a vourthouoe and jail are absolute neces sities. The public buildings of both ounties are a disgrace to civilisation. But then, in the meantime we will wait and see if the new assessor complies with the law and assesses property at its true cash value, thereby increas ing the amount of taxable property about one-third. If this is done we need not be without new public build ings for more than a few years at least. Thb appointment by Governor Mo ra raw of John B. Allen to succeed him' elf as senator from Washington after the legislature elected by the people re fused to elect him, bad politics as Welt as a bad precedent. Benator Allen heretofore has been a repiesentative of 'the state and has done good work ; but during the late session of the Washing ton legislature he left his post of duty at the national capital and came home On a campaign tour asking, yes begging to be re-elected. It was probably this very act that defeated him. His ap pointment by the governor will not strengthen the republican Darty of that state. In such cases neither of the contending candidates should be appointed, but select some man whose bame was not before the .legislature, but who also has the interests of the state at heart. L.KVYLNQ SCHOOL, TAXES. How the Work Will Be Done Under ' the New Act. It was decided at the annual meeting of the taxpayers " of tbis school district, on Monday last, says the Oregonian, that the meeting had no power to levy a school tax, and that until sometime next fall or whiter it will be impossible to make a legal levy of the school tax. Many inquiries have been eotaing in from clerks of different school districts who wish to learn whether they can levy a tax as usual, and also as to Whether the tax, when levied, is to be col lected by the sheriff or by the school clerk. For the information of school clerks and boards throughout the state, it may be stated that the action Of the school board of this district was based On an opinion given by W. W; Tbayer. at the request of the boArd, in regard to the construction and effect of the act of the late legislature, providing a mode of making assessments and collecting taxes for school and muni cipal purposes. In this opinion, be says: "There will not necessarily be afcy em barrassment in following the mode pro vided in the act after it is fairly set in mo tion, but coming into effect at this time, and'eo suddenly, it will be- liable to create more or less confusion. It necessarily re sults in postponing the levy of taxes in school districts that have heretofore been levied at the regular school meetings held in March. Mo such taxes can hereafter be . levied at that time, end the valuation of property in a school district, as fixed by the county assessors and compiled by the Clerksi or provided in section 2 of the act, must constitute the basis of tbe levy. Hence school district taxes for the year 1893 Cftn not be levied until after the assessor has finished his work and the state board of equalization has coinpleted its duties) is clerks of the counties cannot make t!elr aaid computation until after that time. Which will probably not be before next Jan- '. nary.' ' In regard to delinquent taxes, Mr. Thsyer is of the opinion that they can be collected the same as if the act had not been passed, tie also believes that tbe act providing that the sheriff shall collect the taxes is the one which will stand. His opinions in these matters will be followed by the board of directors of this district, and they will probably be accepted as correct by school boards throughout the state. THE STATE IiEVTt Th State Board Has Fixed the Bate at i Mills. Tbe slate board made the tax levy on Wedbesday of last week. It is for general purposes 6 23-33 mills, for the university arid militia 12-35 mills, making a total of 7 mills. It is stated shut this levy will include the pay ment of the world's fair appropriation and the purchase of the stove foundry --lhe two items aggregating $125,000. It is claimed that it Will also carry about one-half for the jute mill, the Eastern Oregon insane asylum and Other stale buildings. Jones, their heirs and assigns, are hereby granted the privilege of digging trenches along the publio streets of the City of Bt, Helens, and laying down Water mains and lateral water pipes within the same for supplying the city and the consumers With Water taken from the Columbia river. And the use and sole occupancy of the following-described part Of the street and "strand" for the purposes of erecting, operating and maintaining pumping machinery for pumping and lifting water from the river: All of the north half of Cowlits street and the "straud" lying sixty-six feet east from the west line of the "strand" and to a line sixty feet north from said center line of Cowlits street; Provided, that no rights of occupancy are herebv eranted to any part of Cowlits street lyinjr west of a Hue sixty feet east of the west boundary of the "strand" Sbction 3. And of erecting and Casenau street, or on any street west shall give a pressure of not less than the "strand" level. Section 4. That the said Henderson Orchard and the said William T. Jones are herein required, and do hereby scree, to furnish a water plant tl sufficient power to produce a pressure hundred and twenty-five (12a) pounds Section 5. And that the said Henderson Orchard and the said William T. Jones are further required, and hereby further agree, to permit any house holler of the City of St. Helens to have connection by water pipe with the mains of said company on application to them, upon the payment of the legitimate expenses of making the connection, the company reserving the right to make the connections with the Section 6. The maximum rate dollar and fifty cents per month for a Section 7. The water mains shall (3) inches diameter inside of pipes. Section 8. The entire water taxation during the term of this franchise. Section 9. One mouth or end of water is to be pumped shall extend into tbe rhannul of the Columbia nver, and at least twelve feet below the surface of the river at low water mark. Section 10. In consideration of ation as the common council of the Henderson Orchard and the said William T. John Bonser. one of the earlr oion- eers of this state, who took dd a dona tion claim on Sauvie's island in 1847, and who has resided on the island con- tinously ever since, died at the resi dence of his stepson, Frank Dow, on the Sth inst., in the 90th year of his age He was born in Scioto county, Ohio, November 6, 1803, and iraigrated to this state with bis family in 1847. His v'ife died in 1864; and two sons, a daughter r nd several grandchildren and greetrgrandcbildren survive him. He was highly respected in the country where he lived, being a srood neiehbor and an honest, industrious man. The funeral took place last Sunday. The Steamer Joseph Kellogg took the funeral party from Bow's landing, on the Willamette slough, to Vancouver. arriving there at noon.
