A three mile flume has just ln?en completed which will bring 30,000. 000 feet of lumber into Wllsonvllle, where it will bo shipped. The Southern Pacific company will establish an oil base at Marshfield for the purpose of furnishing oils and other supplies for their train operations. The Simons-Logan mine, near Grants Pass, made a cleanup of $23. 199. The new town of Crane is to have a bank. Cooa county dairies are to be re plenished with $50,000 worth of fine cows. The plans for the new armory of the state university have been com--tileted and bids are being taken for lia construction. The S. P. & S. R. H. Co. has had plans and specifications prepared for the proposed freight house to be built at East Belmont and East Third streets in Portland. OKOIXAXCK NO. 22 An Ordinance Prohibiting utterances and actions of disrespect toward the American National Flag and the Government of the United States of America, and providing a penalty therefor. The City of St. Helens does ordain as follows: Section 1. Any person who shall mutilate, trample upon, derace. Jeer at or defy the national flag of the United States of America, or tear down, destroy or remove any such flr.g belonging to another, or who shall jeer at or defy the National government of the United States, or publicly express Joy or satisfaction at any defeat to said government or any unit or forces thereof, or publicly express any hope for the defeat there of, or of any unit or force thereof, or publicly express a hope for the de struction of tho property of said gov ernment or the citizens thereof, by any enemy of said government shall be guilty of a misdemeanor. Section 2. Any person violating the provisions of Section 1 of tills Ordinance shall, upon conviction thereof, be punished by a fine of not less than Ten Dollars or more than Ninety-nine Dollars and costs of prosecution, and In default of tho payment thereof shall be imprisoned In the City Jail or compelled to work out said fine and costs, at the rate of one day for each Two Dollars of such fine and costs so due p.nd un paid. Section 3. Whereas, tho United States of America is at war with a foreign enemy und many foreigners are Inclined to show disrespect for the flag and American institutions, whereby the health, peace and safety of the City of St. Helena is Jeopar dized, therefore an emergency is here by declared to exist and this Ordi nance shall become operative im mediately upon Its approval by the Mayor of said City.
