The study, compiled by the Western Interstate Commission for Higher Education, reported that about $409 million in Pell Grants were awarded to Western students in the 1983-84 academic year. The reason for the disparity appears to be the lower cost of higher education in the Western states and the higher per capita earnings of Western families, according to the study. The Oregon State System of Higher Education had the second highest tuition rates of public colleges in the West during 1983-84, The study also showed that an increasing number of Hell Grants are being awarded to students enrolled in vocational training schools. Students in these schools, which train students in areas such as business, cosmetology and computer programming, were more than twice as likely to receive Pell Grants as students enrolled in colleges or univer sities, the study showed. Students enrolled in these short-term programs received 13 percent of Pell Grant funds during the 1983-84 academic year — nearly double the amount awarded several years earlier. Although an Increasing number of Pell (.rants are being awarded to vocational students, fewer of the grants are going to students enrolled in two-year and four-year institutions. Students from these colleges and universities received 67 percent of the Pell Grants in the 1974-75 academic year but received only 56 percent in the 198.1-84 school year, the study stated.
