The tracks led to a car which au thorities said was stolen at the scene of Sunday's shootout. WPPSS default threatens other Northwest nuclear power plants WASHINGTON (AP) — Default on billions of dollars in bonds sold to finance construction of nuclear power plants in the Northwest might threaten the ability of local governments through out the nation to sell their own bonds, a Wall Street analyst told a House subcommittee Tuesday. The Washington Public Power Supply System has money on hand to meet a $94 million interest payment due in July, but the system’s ability to make subsequent payments, including one due Jan. 1, 1984, is less certain. “A default of this dimension could have consequences which are yet incomprehensible,” said Howard Sitzer of Thomson McKinnon Securities Inc., of New York City He raised the prospect of bond authorities throughout the nation — cities and, particularly, other utilities — having trouble finding buyers for their bonds if Washington Public Power winds up not being able to pay However, Eileen Titmuss, of Drexel Burnham Lambert Inc., also of New York, said she doubted the effect would be as widespread as Sitzer predicted, although potential new bond "issues in the Northwest might have more difficulty than those in other regions." Rep James Weaver, D-Ore., head of the subcommittee that conducted the hearing, said he believes the Bonneville Power Administration is illegally raising its rates to help pay for the plants.
