Marathon IFC meeting results in Survival Center budget cut By Richard Burr Of the Emerald The Incidental Fee Committee cut the Survival Center budget 4 percent Tuesday during the longest program budget hear ing held so tar During the one-hour, 45-minute hearing, the IFC cut the center's budget to $14,793, a $626 decrease from this year's $15,419 budget. Sheila Schain, ASUO budget director, momentarily laid her head on the table in exhaustion as the committee waded through the program's 17-page budget request before 34 onlookers The IFC mostly cut the films and reference materials section of the budget to account for the decrease The committee approved $630 for films with committee members Bart Hill and Jeff Nudelman saying they thought Committee decides on policy to remove officials The ASUO Constitution Com mittee Tuesday delegated to it self the authority to decide whether an elected official may be removed from office for “nonfulfillment of duties” under a section of the ASUO Constitution. The decision came after ASUO Pres C.J Balfe request ed the committee to specify who has that authority. The ASUO Constitution does not specify who has responsibility Balfe made the request after Rick Braun, a former Incidental Fee Committee member, survived a 4-2 (one abstention) removal vote. IFC rules require five votes for removal. The constitution committee's decision overrules an earlier decision instructing the IFC to remove Braun under its own rules. Former IFC chairer Bart Hill tried to remove Braun under the ASUO Constitution removal clause. Any student could ask the committee if an elected official has failed to fulfill his or her duties. The committee would act as a fact finder and would decide ‘by clear and convinc ing evidence” if such an act has occurred, the committee said in a unanimous written opinion authored by committee Chairer Karsten Rasmussen. Any body with elected members may remove a member for nonfulfillment of duties under its rules, the opin ion read. Removed officials may appeal to the constitution com mittee but will bear the burden of proving they have fulfilled their duties, Rasmussen added. the group's request for $780 was high All programs need to reduce in these tough financial times. Hill added The IFC also approved $150 less than the group's request for reference materials. The pub lications cut are available through other campus sources Although the publications are duplicated elsewhere on cam pus, the program needs the materials available in its library because they are constantly used, said Jack Kapuscinski, Survival Center director. In other budget allocations, the committee approved a 3 percent increase for Panhellen ic Council, which received $2,633 This year’s budget was $2,545. The ASUO Executive recom mended a $216 cut in printing and duplication costs to offset an increase in the program's phone costs. The printing cut would keep the group’s budget 3 percent under last year's bud get, said David Gibson, ASUO vice president of administration and finance The committee voted 4-3 to restore the printing cut. A pro gram should not be punished because of uncontrollable, in creasing phone costs, Hill said Amazon Child Care also received a larger budget, in creasing from $6,117 to $6,548. The increases resulted from in creased workstuay payments and increased phone costs. Lane agency endorses woodstove bill The Lane Regional Air Pollution Authority conditionally endorsed a state Department of Environmental Quality bill that would put a lid on wood-burning stove smog The bill is now under consideration by the House Environment and Energy Committee, and if passed would require woodstove makers to build a cleaner-burning stove by July 1985. However, the LRAPA hinged its Tuesday endorsement on the condition that emissions standards on woodstoves be approved by the 1985 Legislature, LRAPA spokesperson Marty Douglass says. Under the LRAPA endorsement, if the 1985 Legislature does not approve the standards the bill would not take effect, he says. If approved by the legislature the standards would take effect the following year, Douglass says. The LRAPA added its condition to the wood stove bill at the request of area woodstove man ufacturers and to allow for flexibility, he adds. The endorsement came Tuesday, a day after the woodstove bill's first legislative hearing Mon day, DEQ spokesperson Margaret McCue says. The bill probably will be amended if it is passed, Douglass says. An LRAPA official will testify on the bill with the House Environment and Energy Committee Fel^. 21, he adds.
