Mahoney said reorganization will work if the board keeps in mind the priorities it adopted last week Those priorities stress maintenance of mandated services Mahoney said the proposal would work in three steps board approval of the model, assign ment of appropriate managers to work in the interim, establishment of a time table and regular updates to the board Mahoney anticipates a completion date of July 1 this year Under the proposal, the newly created departments are Community Health and Social Services, Public Works, and Administrative Ser vices Community Health and Social Services in cludes Health, Mental Health, Employment and Training, the Library, and the Museum Public Works includes Engineering, Public Services, Land Development, and Fleet Services Adminis trative Services includes Finance Operations, Management Services, General Services and Animal Regulation. Enrollment down; residency up By Sandy Johnstone Of th« Emerald Residence hall occupancy does not necessarily decline when enrollment takes a dip, according to Dan Williams, housing director Comparing enrollment and housing percentage figures from fall term shows that while enrollment has decreased, oc cupancy in the residence halls has not been affected as se verely The junior class showed the greatest discrepancy with a 6 percent enrollment dip and a 14 percent hike in residence hall occupancy Freshman class enrollment declined 15 percent, as did occupancy, but soph omore residence hall occu pancy nudged up 1 percent while enrollment dipped 116 percent Senior enrollment rose 4 percent, corresponding with a 5 percent increase in residency Williams says the housing department is able to retain and attract students by keeping their prices down He says they are hoping to keep this year's rate for next year through greater efficiency and better organiza tion, but "there are still a lot of unknowns. "We are in a competitive market," says Williams. "We no longer have a captive audience We look at students as con sumers." University room and board costs are slightly below average compared to 22 other major u niversities in the Western and Midwestern United States The comparative figures are based on a double-occupancy room in a residence hall with 19 to 21 meals a week Costs range from $1,740 at Kansas State University to $2,755 at the University of California at Ber keley, to $3,423 at Stanford University The average cost of room and board was $2,219. University residence halls were under that mark at $2,127, slightly higher than Oregon State University at $2,040 OSU provides one less meal per week than the Univer sity contract About 2,550 students are liv ing in residence halls during winter term, compared to about 2,650 fall term. Williams says this decline is normal.
