Robert Elliott, 28, of Grants Pass, was charged with criminal conspiracy to deliver a con trolled substance between Aug 1 and Nov. 2. A third secret indictment was issued in the case, authorities said, but the suspect was not identified. Elliott is one of several inmate trustees suspected of smugg ling as many as 20 marijuana filled balloons per day into the jail during the past three months. The total amount of marijuana involved is not known Detectives believe trustees who worked outside the jail picked up the balloons at a pre arranged spot and brought them into the jail hidden in their rectums.
