Clark runs on past experience and economic recovery plan By Ron Hunt Of lha Emtrald Don Clark, calling himself the only candidate tor gover nor who has "extensive ex ecutive experience and production," detailed his campaign platform Thursday in the EMU Forum Room Clark, Multnomah County executive officer running for the Democratic nomination, spoke briefly on social justice and responded to questions on higher education, state budget cuts, nuclear power and economic recovery "We are losing" America's war on poverty, Clark said Twenty percent of America's population has an income under the poverty line and there is decreasing emphasis on fair pay. affirmative action, health, safety, and housing, he said Protections against dis crimination are put on the back burner " By contrast. Multnomah County s workforce is 46 9 percent women and 9 5 per cent minority workers — the most outstanding record of any government in the state," Clark said To see justice in the work place, he said. Oregon must promote "comparable worth," paying women as much as men in similar jobs. The state should also provide an exten sive day care program, Clark added On the question of abortion, Clark said a "sound state policy" would allow women to decide "whether to terminate or complete pregnancy." Voters should ask the can didates for governor: "What are your values? What is your record? What have you produced7” Clark urged the audience of about 20 Only after the candidate answers the first two, ask "What vision do you have for Oregon’s future?" When asked about higher education's place in Oregon, Clark, a former professor at Portland State University, said current policy is apparently "to protect tenured faculty" while priority should be given to students "Higher education is ex tremely important for Oregon's economic re covery," he said However, money can be saved in higher education, Clark added Classes could be larger to avoid several professors from teaching — with a slightly dif ferent slant — only a few students each. The recent special session of the Oregon Legislature should have first cut budgets to increase productivity, he said Word processing, com puters and better man agement techniques can all be used to save money and in crease efficiency, Clark ad ded He supported the House income tax surcharge bill "so those who are working pay, so the unemployed don’t lose their services ” Oregon's one nuclear plant is one too many, Clark said. “It should never have a second," he said Economic recovery is the key issue in the governor’s race, said Clark, who proposes creation of an Oregon Employment Corps and Young Adult Employment Corps These programs would provide temporary em ployment for over 20,000 Oregonians, he said.
