Horton hears a who Lane DA mentioned for U.S. attorney job By th* Associated Prsss Lane County District Attorney Pat Horton has been recommended for possible appointment as U.S. attorney for Oregon. Eugene lumberman Peter Murphy, a Republican national committeeman elect, said on Wednesday Horton’s name was submitted to the transition team for President-elect Ronald Reagan. However, Murphy said he does not know if the transition team will want to replace Sidney Lezak, the nation’s long est-serving U.S. attorney. Lezak, 56, appointed by the late Pres ident John F. Kennedy, has been U.S. attorney for Oregon since 1961. Lezak is a Democrat and Horton, a Republican. "We feel that a Republican should hold that post,” said Dr. Robert Voy, state Republican Party chairman. “Let’s face it, Mr. Lezak was appointed by a Democratic president,” Murphy said. “He's obviously doing a good job to have served through the Nixon and Ford administrations. But that doesn't mean our man isn’t as good or better. We feel he’s qualified and that his credentials are outstanding.” Murphy said the Reagan-Bush transi tion team now is concentrating on na tional-level appointments and will not consider appointments to regional posts for a couple of months. I ■ hMHp! ■mm Carter proposes hikes in top federal salaries WASHINGTON (AP) - Pre sident Carter proposed salary increases of 22 percent Wed nesday for top federal officials, including Congress, the Cabin et and judges. The increase also applies to his own pension. The raise would boost Cabin et salaries from $69,630 a year to about $84,000. Since the pensions of former presidents are tagged to the Cabinet pay scale, Carter’s own pension would increase. Congressional salaries would go from $60,662 to about $74,000. The measure also would increase salaries of top White House aides. The pay increases are con tained in the administration’s 1982 budget message, scheduled to go to Congress Jan 15. In a written message to Con gress, the president said money is not the main attraction of public service, but “compensa tion levels today have fallen below the point at which they provide adequate monetary recognition of the complexity and importance of top federal jobs. The financial sacrifice demanded of top federal of ficials is becoming far too great.” Carter said he knows that "the salaries already being paid these officials look very large to the average taxpayer,” but peo ple with expertise who are recruited for top government jobs usually are already highly paid “and there is a limit to the financial sacrifices they can af ford to make.” Carter quoted his attorney general, Benjamin Civiletti, as having said that many lawyers are declining appointments to the federal bench because of pay. White House chief of staff Jack Watson and other admin istration officials reportedly cleared the proposal with members of President-elect Ronald Reagan's transition team.
