By the nature of a garage sale you’re not saying you’re Tiffany’s.” His audience, he says, will grow smaller as he talks to people who understand him and what he is trying to say. “If I’m lucky and I can keep on top of it, I will be able to function as a citizen who has a vision, cause everyone has a virion, you know . . . But then . . . when it comes down to being the man that can do what needs to be done to perpetuate that vision, we fall apart. I think of it like this, I think of it as John Wayne and Dustin Hoffman. Continued from Page 1 “The best fuel loading date is now indicated to start in October 1974, and commercial operation in July 1975, compared with former estimates of March 1974 and September 1974, respectively.” In addition, the cost of the project has been raised to $298 million, $44 million above the previous estimate. “Of this total," Peterson said “the amount to be shared with EWEB is $247 million,” an in crease in the shared amount of $28 million. Since EWEB owns 30 per cent of the plant, the total increase to the utility will be approximately $8.4 million. Peterson, however, didn’t feel that the extended dates and costs would be a total loss. “This delay is going to make possible the con sideration of a new core that is being developed by Westinghouse. This would not have been possible had the original schedule been met,” he told the board. “It seems to make good sense to go ahead and make plans for the new unit at this time. The new core would generate higher power at a lower temperature and therefore be safer to operate.” Peterson went on to say that the core originally planned would meet with the existing AEC requirements, but the commission has recently held a year of hearings and the safety requirements are likely to be changed. The presentation on wind power was given by E. Wendell Hewson, a Professor at Oregon State University, at the request of EWEB General Manager Byron Price. Hewson, along with three other OSU professors and several graduate students, is presently involved in a study to determine if wind “is a feasable source of power on the coast.” Hewson named two major kinds of wind power generators, land based and water based. “The possibility exists for water based generators off the coast,” he said. “But they would be very expensive and would involve major engineering tasks, without mentioning the transmission of power.” The water based generators need 250 to 275 feet of water. Hewson didn’t say definitely how feasible land based generators the coast would be, but did say that in many places the wind was more than adequate to create power. At the conclusion of his presentation, Hewson told the board “we will be making several proposals to the federal government in the coming year. These proposals required much engineering time and know how. We have found that the mere local support we have, the better off we are when approaching the government.” Reynolds then proposed that $25,000 be given to the research group. Board chairman John Tiffany pointed out that EWEB is “now embarked on geo-thermal and solid waste disposal research projects. This is not to say that wind as a resource doesn’t need research, just that we have our priorities.” Reynolds reminded the board that $50,000 had already been “earmarked” in this year’s budget for “solar, wind, etc.” research.
