Charter Day Program Set “Civil Liberties” will be the theme of the annual University Chatter Day observance Monday and Tuesday. Tuesday in Mc Arthur Court will feature James Madison Nabrit Jr., president of Howard University, speaking on “The Negro-—The Touchstone of American Democracy.” Concluding the activities Tues day at 8 p.m. will be "An Eve ning of Opera” with Brian Sulli van, Metropolitan Opera tenor. Three members of the School of Music faculty will be present ed in this concert. Members of the University community are urged to partici pate in the activities. Classes which begin at 10 and 11 a m. on Tuesday will not be held so that students may attend the con vocation. University offices, the SU, gymnasium, swimming pools, and the Library will be closed during this period. Professor Mentioned In Magazine Story Kenneth Polk, assistant profes sor of sociology, is among sev eral Lane County residents men tioned in a featured article in this week’s ’’National Observer.” The Observer is a new national weekly newspaper published by Dow Jones & Co., distributed out of Washington, D C. The article, "In Rural Oregon, Citizens Ponder Juvenile Crime,” reports on the juvenile delin quency problem in the area and the study being made by the Lane County Youth Study Board, of which Polk is research direc tor. The Lane project has been awarded a $129,000 federal study grant, the first awarded to a rural area. The publication says that Polk plans to use a score of Univer | sity graduate students in his re I search program on the juvenile problem.
