The complete discipline code follows: II ih the wish of the Student Affairs Committee that the Uni versity of Oregon organizations shall entertain with dignity and simplicity and conform to the accepted tenets of good taste prevailing in the community. The following rules, regula tions. and procedures governing mk-IhI life at tin- University of Oregon as formulated by the Stu dent Affairs Committee super sede all earlier rules, regulations, and procedures. The Committee has authority over all student affairs and Is particularly charged with the prevention of Interference with scholastic work. They are listed here as brief ly and concisely as possible. All students attending the Univer sity are urged to acquaint them selves with the following: I. General Policies of the Stu dent Affairs Committee: A. The Student Affairs Com mittee authorizes Its chairman, the Director of Mens Affairs and or the Director of Women's Affairs to Implement and admin ister the general policies and business of this committee, with |iower to make minor adjust ments nf rwilirv find tliriumnu concerning matters which do not Hcem important enough to bring before the full committee. B The Director of Men's Af fairs. the Director of Women's Affairs and the Student Union Director may revise specific dates appearing on the yearly social calendar approved by this committee, provided that such changes are made within the policies established by this com mittee. C. Every social event must be registered in the office of the Director of Women’s Affairs not later than 5:00 p.m. of the Mon day preceding the event except that stag affairs are registered in the office of the Director of Men's Affairs. u. inc ciosea period ror ail events is from 5:00 p.m. of the third day prior to the first day of the examination period through the examination period. B. The Student Affairs Com mittee recognizes the peed and desirability for proper and ac curate accounting of all student funds, j^cordlngly, it urges all student organizations to deposit their funds with the Student Un ion Office to Insure safe-keeping ami proper accounting of income and expenses. This service is of fered without charge to all or ganizations. 1. The adviser is expected to exercise reasonable supervision over the finances of the organ ization. If the organization’s funds are held in trust by the Student Union, the adviser shall issue purchase requisitions on forms provided by the Student Union, or approve for payment bills for purchases made without requisition. 2. The Student Union is ex pected to prepare for the ad viser a financial statement of the trust fund as of the end of each term. F. Student organizations, as this committee has always un derstood and applied the term, an- organizations of regularly enrolled students which function within the University family and which satisfy some need or meet Home problem connected with student life in the University community, J. They are an integral part of student life on the campus. They function within their own proper sphere and contribute to the well-being of the University as a whole. 2 By their very nature and by the fact that they exist with in a stale, tax-supported Institu tion, their purposes, their objec tives, and their actions are neces sarily limited, 3. They cannot be used as irn plernenttve agencies for off-cam pus purposes, nor can they func tion, using the University's name, prestige, or facilities, as sound ing hoards, propaganda devices, or buses of action for the poli cies, programs, or interests of non-campus organizations. (The legitimate existence of student organizations affiliated witli the national political parties is provided for elsewhete under the regulations and policies of this committee.) II. Hours: A Closing hours are: 10:30 p m. Sunday through Thursday, 1:00 a.m. Friday, and 1:00 a.m. Saturday. B Social events after 7:30 p.m. may be held on Friday and Sat urday only. C. Exchange deaserts may be held in the living organizations Wednesday from 6:30 p.m. to 7:30 p.m., but no time may be spent In preparation for such events. Open houses may be held on Wednesday from 6:30 p.m. to 7:30 p.m. on Friday or Saturday1 nights. A. All functions held on Fri day or Saturday nights must terminate at 1:00 am. K. Hours during which men are allowed in women's houses' are as follows: Monday through Thursday: j Noon-1:00 p.m.; 4:00-7:30 p.m.; j 10:00-10:30 p.m. Friday: Noon-1:00 p.m.; 4:00 1:00 a.ro. Saturday: Noon-1:00 a.m. Sunday: Noon-8:00 p.m.; i 10:00-10:30 p.m. lil. Social Life of Living Or ganization*: A. Living organizations may have two major house dances a year. These dances must be held in the living quarters of the or ganization or in a University controlled building and are re stricted to the membership of the organization and to a normal guest list. They may be held on Saturday nights only. B. Informal house functions, such as firesides, radio or dinner dances, are restricted to Friday or Saturday nights. No time must be consumed in preparation for these events. C. Houses must be well lighted for dances, and porch lights must be left on all evening. D. Costumes worn to dances held on the campus must be in good taste. E. House Guests: 1. House guests and alumni visitors are required to obey all University regulations, includ ing closing hours; house guest and alumni privileges to be with drawn if these regulations are violated. 2. Women are not allowed above the first floor of men’s houses and men are not allowed above the first floor of women's houses. 3. Women are not allowed to go to men’s houses (fraternities, co-ops, rooms, boarding houses, or apartments) unless chaper oned, except when conducting of ficial University business or making official announcements. IV. Social Events of Schools, Department*, or Allied Fraterni ties and llonoraries. A. Attendance at such social events must be restricted to the students of the school or depart ment, or the members of the or ganizations, and invited guests, and may not be all-campus in "cope, (An exception Is made In the case of Scabbard and Blade’s traditional Military Ball.; B. The school or department is held responsible for the proper conduct of the event. C. University regulations must be obeyed. D. Such events must be held in a University-controlled build ing.. E. Such events must not con flict with important University functions. V. All-Campus Dances: A. Major: 1. Six major all-campus fiances will be allowed, namely. Home coming, Mortar Board, Military Ball, Sophomore Whiskerino, Junior Prom and Senior Ball. 2. These dances must be held in either the Student Union Or McArthur Court on Saturday evenings only. 3. Big-name bands: a. The dates of dances will not be changed for the convenience of big-name bands. b. Booking of big-name bands will bo approved only if the cost can be financed under a sound dance budget. B. Minor: 1. Minor all-campus dances may be held on occasions when desirable, under the following conditions: a. The dance must be held on Friday or Saturday nights in either the Student Union or Ger linger Annex. b. The administration of these dances lies with the Student Union Director. VI. Rallies, Serenades, ~ Parades: A. The administration of rai iies and parades is the respon sibility of the Director of Men’s Affairs. Such events: 1. Must be scheduled 24 hours in advance. 2. Must not conflict with class hours or normal study hours. 3. Must not be held on Sun days. B. Organized serenades are al lowed on Friday and Saturday nights. Such serenades: 1. Must terminate within one hour after normal closing hours 2. Must be cleared with the Di rector of Men’s Affairs 24 hours in advance. Discipline Code (Unanimously adopted by the Student Discipline Committee, No vember 13, 1946, and approved by the President of the University.) The University presents this code in full recognition of the fact that the overwhelming majority of students need no code imposed upon them and that the offenses outlined are uncommon on the cam pus. Nevertheless, it is in the interest of the entire University com munity that the student body know what general policies and pro cedures the Student Discipline committee and the Office of Student Affairs intend to follow in their disposition of such disciplinary cases ■ as may arise. The following code is deliberately kept flexible in order that each case may be decided on its own merit. Article 1—Expulsions* The following offenses are punishable by expulsion or such other fienait.es as may be imposed. (Expulsion means final and uncondi tional dismissal, i 1. »anion destruction of property. 2. Drunkenness. 3. False information concerning overnight off-campus privileges. 4. Immorality. 5. Gross indecency. C. Misbehavior punishable under the State of Oregon Criminal Code. Students may also be expelled for fraudulent registration. Article II—Suspensions The following offenses are punishable by suspension or such other penalties as may be imposed, i Suspension means involuntary re moval for a fixed period of time or until specific conditions are met.) 1. Cheating. 2. Unauthorized absences from living organizations after closing hours. 3. False information concerning overnight off-campus privileges. 4. Traffic in or possession of liquor at any University-sponsored activity. 5. Any other action which brings discredit upon the University of Oregon. Article III—Organizations 1. The administration of the University of Oregon expects each group organization that exists on the campus by the sanction of the University to conduct its affairs in such a manner as will reflect credit upon the good name of the group and the University. 2. Student organizations which violate the provisions of Article I and II. or whose members do so in such a manner as to fix re sponsibility on the organization, are subject to such penalties as the disciplinary officers in Student Affairs or the Student Discipline committee may impose. Article IV—Administration 1. Administration of this code shall be the primary responsibility of the Director of Women’s Affairs and the Director of Men's Af fairs, who may make final disposition of all cases involving punish ment short of expulsion from the University. 2. The Director of Women's Affairs and the Director of Men’s Affairs shall refer to the Student Discipline committee all cases in which they wish to recommend expulsion from the University. 3. The personnel deans may at their discretion refer any case to the committee and the committee will consider the referral itself as evidence of the gravity of the alleged offense. Article V—Implementation of the Code In order to prevent vandalism, officials of the University of Ore gon and Oregon State have mutually agreed to suspend any student who engages in malicious acts on a foreign campus. Disciplinary officials have been directed to assume that participa tion in an unchaperoned party at a hotel or in a motel is sufficient cause for suspension from the University. The privilege of any student to have a car on the campus may be revoked at any time for due cause. Students must not park in re stricted areas. In driving they must observe the basic rule and other traffic regulations. VII. Off-Campus fiance. A. No University-spon sored dances outside the Eugene area are allowed. B. .All dances sponsored by liv ing organizations in the Eugene area must be held in the organ izations’ living quarters or in a University-controlled building. VIII. Chaperonage: A. Official chaperones shall be limited to members of the facul ty. B. The Director of Women’s Affairs will determine the num ber of chaperones that will be adequate for social affairs. C. A chaperonage fee of $5.00 must be paid to the University of Oregon cashier for each social function, unless the fee is waived by the Director of Women’s Af fairs. IX. Rally Committee: A It is the duty of the Rally Committee to promote Oregon spirit, foster good sportsman ship, and arrange for all rallies, both on and off the campus, and to assist the yell leader if called upon to do so in performing card stunts and other forms of enter tainment prepared for athletic events. X. Charters: The following procedure shall govern the application for char ters: A. Local: Individuals wishing to start a local organization must submit, for approval by the Student Af fairs Committee, its constitution and by-laws and the signatures of interested persons. B. National: Local organizations wishing to affiliate with a national organ ization must present, for approv al by the Student Affairs Com mittee, the name of the national, the local membership roll, na tional dues, financial setup of the national, etc. XI. Recognition of Organiza tions: A. All student organizations must be recognized and sanc tioned (given authoritative per mission to exist and carry on their activities) by the Student Affairs Committee. The commit tee may withdraw recognition from any organization at any time. B. The committee recognizes two classes of organizations: 1. Class I a. 1 nose which, purport to rep resent the University in any way. b. Those which bear the name of the University. c. Those which influence the well-being of the University by their public contacts. 2. Class II a. The committee may, at its discretion, recognize the exist ence of other organizations, if their aims are consistent with the well-being of the University and with the policies of this com mittee, but it will not permit them to bear the name of the University or to use the name of the University in connection with their activities or to repre sent the University in any way. They are subject to the same rules, regulations, and proce dures as organizations officially recognized. - C. Any organization may be requested to submit the follow ing: 1. A statement of its aims and functions. 2. Its constitutions and by laws. 3. Its membership roll, spon sors, and advisers. 4. Time and place of meeting. 5. Its financial support and condition of finances. • D. All organizations recog nized by this committee must an nually each spring submit the names of their officers and ad visers to the Office of Student Affairs for the following school year.
