(National Guard Photo) ' Spirited Fight Looms In Senate Over Railroad Strife Legislation WASHINGTON , ( UP I ) A spirited fight loomed in the Senate today over legislation aimed at preventing a nationwide railroad strike Thursday. Senate leaders planned to call up a measure approved by the commerce committee Friday that would establish a seven-man ar bitration board to settle the four-year-old work rules dispute. The House Commerce Commit tee was 'expected to approve a similar bill today. Chairman Oren Harris, D-Ark., said it was hoped the rules committee could act Tuesday and the House itself on Wednesday. But the threatened Senate fight raised doubts that . Congress would be able to enact the legis lation before the strike deadline of 12:01 a.m., local time Thurs day. Favors Seizure Power On the eve of Senate debate, Sen. Jacob K. Javits, R-N.Y., an nounced that he would seek to give the President power to seize the railroads in the event of a strike. - Javits said he would offer his proposal as an amendment or substitute for the committee bill, which would provide arbitration of the two major issues fire men's jobs and make-up of train crews and leave secondary is sues to collective bargaining. Unless the dispute is settled by Thursday, the railroads plan to put the controversial new work rules into effect. The railroad un ions have announced they will strike if the new rules are lm posed. Voices Doubts Javits said the Senate bill's limited compulsory arbitration provision could still fail to settle the dispute. 1 he only ultimate assurance that the railroads will operate is the presidential power of seizure Javits said. "Therefore, the Pres ident should be equipped with the full range of powers." Javits said he had long favored giving the President limited seiz ure powers as an alternative to compulsory arbitration, which he said "tends to destroy the free process of collective bargaining." He said he favored the Presi dent's proposal to refer the dis pute to the Interstate Commerce Commission. (ICC); ..which would issue two-year binding, work rules pending agreement by' both sides', That proposal, Javits noted, "ap parently has been shelved." , .
