"RESOLVED, that the Common Council of
the City of Roseburg, Oregon, deems It ex
pedient and necessary to Improve N. E
Freemont Avenue between N. E. Jackson
Street and N. E. Nash Street In the following
manner:
1. By grading the street to proper sub-
graae.
. 2.; By, constructing concrete curbs and
gutters on both' sides of said street

grades, plans,, specifications and estimates
are hereby approved and adopted. The esti
mated costs to be borne by the City for
providing drainage, intersections and en
gineering are J2,711.40.
- The balance of the costs of said Improve
ments, Including Interest and all other ex
penses which the City of Roseburg would
not have Incurred except for the making of
said improvements shall be levied upon the
oroperty especially benefited thereby, as
provided by the Charter of the City.
That the Improvement warrants Issued In
payment - of such expenses as may be In
curred In making this-improvement, be and
hereby are declared to bt general obligation
Improvement warrants as is provided In

tween the total dollar value of the
timber cut at adjusted rates and at
base rates will be recorded for
each species. The stumpage rate
for a species will not be increased
above the base rate until the sub
sequent adjusted rates above the
base rate will develop an accumu
lated total dollar value for the
species in excess of the recorded
accumulated difference for all spe

SANITARY SEWER IN THE LOWER
HAMILTON STREET AREA
Notice is hereby given that at a regular
meeting of the Common Council of Ihe City
of Roseburg. Oregon, held August 12, 1963,
the following resolution was adopted:
"RESOLVED, mat the common Council
of the City of Roseburg, Oregon, deems it ex
pedient and necessary to construct a sanitary
sewer In the lower 5. E. Hamilton Street
area, partly within and partly without the
corporate limits of said City, to be known
as the Lower Hamilton Street Sanitary Sewer
(Sundale Village) 1963, in Ihe following man
ner: 1. By excavating trench to proper
subgrade in which to Install a sewer
pipe and of sufficient width to permll
proper installation and Inspection.
2. By laying and Installing approximate
ly the following lineal feet of sewer
pipe:
142 feet of eight Inch sewer pipe
24S feet of six inch sewer pipe.
3. By laying and installing approximate
ly ten pipe lees andor wyes.
4. By constructing approximately one
concrete manhole with cast Iron ring
ana cover ana one cieanoui.
5. By backfilling with suitable material
as provided for in the specifications.
Said Improvements are to be made in
accordance with the Charter and Ordinances
ot the City, and the grade, plans and specifi
cations and ; estimates of Ihe City Engineer
filed in the office of the City Recorder,
August 127 1963, which said grade, plans,
specifications and 'estimate hereby are ap
proved and adopted.
The entire cost of the said Improvement,
Including but not limited to engineering, in
terest and all other exDenses which the
City would not heive Incurred except lor the
making of said improvement f shall be levied
upon the properly, both; within and without
said City which will especially be benefited
by said improvement, and no part thereof
