Senate Expected To Pass Bill To Extend Excise Tax WASHINGTON (UPI) The Senate was expected to approve -today and send to the White House a bill to extend for another year federal corporation and con sumer excise taxes. Under the bill, taxes on cor porations, and pxcise taxes on such items as liquor, beer, new cars and auto parts, and cigar ettes would be extended until June 30, 1964. There were first imposed in 1951 as "emergency" Korean War taxes and have been extended by Congress each year since. The bill also extends the 10 per cent tax on general telephone service and the 5 per cent tax on airline tickets, both imposed in 1959. Unless extended, the present corporate tax of 52 per cent would drop to 47 per cent. This is by far the largest revenue producer in the bill, bringing in an estimated $2.5 billion a year. Present federal taxes on a pack of cigarettes would fall from eight to seven cents, wine taxes an average of 11 per cent, and taxes on whisky and other dis tilled "hard" spirits from $10.50 to S9 per gallon. Other congressional news: Cuba : House Republicans planned today to introduce a res olution calling for a stronger ad ministration stand on Soviet troops and communism in Cuba. The resolution would declare the presence of Soviet troops and equipment in Cuba a "clear vio lation of the Monroe Doctrine." Depressed Areas: Senate Dem ocrats organized support for the administration's $455 million re quest to expand federal aid to de pressed areas. The bill, defeated by the House in President Ken nedy's worst defeat of the ses sion, comes up for Senate debate Tuesday. Backers hope .to pass it and send it back to the House for a second try. Britain Brings Eight New Charges Against Society Osteopath By ROBERT MUSEL LONDON (UPI) The govern ment today brought eight new charges against Dr. Stephen Ward, the society osteopath and artist who opened the door for the Profumo scandal. Prosecutors did not immediate ly make public details of the new charges, but they told a Marl borough magistrate's court the charges did not involve security violations. Ward is the man who in troduced former War Minister John Profumo to call girl Chris tine Keeler. Their illicit love af fair led to Profumo's resignation and a government crisis. Ward has been in jail on charg es on living off earnings of pros titutes. The Profumo scandal touched the royal family openly today with a press report denying that Prince Philip was involved in the affair. The unprecedented front-page statement in the Daily Mirror, which was expected to cause a sensation, was one of several new sex and security reports building further pressure against the gov ernment of Prime .Minister Har old Macmillun. Other press stories claimed that two U.S. airmen have been con nected with the Profumo scandal, and that an international vice and blackmail ring may be imperil ling security in both Britain and the United States. Laborite George Wigg, whose detective work helped uncover the Profumo affair, predicted during the weekend that another major case soon would rock the gov ernment. He said in a television interview "there art) defects ,at the top." Leaders of the opposition Labor Party were considering whether to trigger another crucial debate in the lluuse of Commons by de manding a more sweeping Investi gation into the Profumo scandal. In the hearing against Ward, defense lawyer James Burge told the court that one new charge in volves "(he unlawful use of an instrument to procure the miscar riage of t woman ..." . Burge said the first five of the eight new charges only dovetail the original charge of living off earning of prostitutes.
