House Approves New Sugar Bill WASHINGTON (UPI) The House this week passed a bill that would increase American grow ers' share of the nation's lucra tive sugar market but force the United States to continue paying premium prices for cheap foreign sugar. The administration favors the increase in marketing quotas for domestic growers, mil re warns imports placed on a competitive first come, first served basis. In stead, the bill would continue to parcel them out through quotas which insure above market prices for the chosen foreign suppliers. .
