10 The News-Review, Roicburg, Gold Barometer Better Weather NEW YORK (AP)-The Bold barometer currently is register ing better weather for the U.S. dollar and stormy prospecU for the English pound. But financial observer! stress that the change is in the weather, always a temporary thing finan cially, and not in the long-term climate. That is, they expect the British to ride out the buffeting of the pound by the current squall line of international currency turmoil. And they warn that the dollar's troubles of last fall could return, unless the nation's fundamental and still continuing financial problems are solved. The current situation is pleas ant enough for the U.S. dollar. The outflow of gold which reached a climax last October with a sharp but short rise in the world price for gold has been brought to a halt. Tuei., June 13, 1961 Currently Shows For U. S. Dollar week ended June 7. This was the largest gain for any week in 3'4 years. This cut the outflow of gold for the year to date to $339 mil lion. , - . The net outflow of gold be twecn last July 1 and Feb. 21, when the steady loss came to a halt, was $2 billion. The price of gold, which rose on the London free market to nearly $41 an ounce in October, is now down to just above $.15.06. This is less than it costs to buy it from the U.S. Treasury at $35 and trans port it there. During the gold rush of last year, 26 countries bought gold from the United Slates. Great Britain bought $700 million worlh in the last half of I960 and $150 million in the first three months of 1961, the most of any nation. But the, flow apparently has been reversed in recent weeks. Britain has been having her troubles. Imports have been run ning ahead of exports. Foreign owned short-term funds which had been flowing into London be cause interest rates were high there have been withdrawn be cause rates have fallen. So Bri tish reserves of gold and dollars have been falling and the pound has been weak on foreign ex change markets. . Wall Street figures that London may have been selling gold here to get the dollars she needs. The abortive run on the dollar last fall followed rumors that the United Stales might devaluate it by raising the official price of gold above $35 an ounce. School Districts To Handle Own Federal Funds SALEM (AP) Dr. Leon r. Minear, state superintendent of public instruction, said today he would let local school districts spend their federal aid in anv wav they wish. Dr. Minear said he would dis tribute it either on the basis of flat grants oer dudU or teachi-r or the same as state basic school aid is allotted. Under Senate-passed legislation now before the federal House of Representatives. Oregon would get $6.6 million in the fiscal year starting July 1 and 57.6 million in the following year. This amounts to only about 3 per cent of the total cost of Ore gon's schools, he said. Dr. Minear has the authority to say how Oregon's share should be spent. The bill says it could be used to increase teacher salaries, for school building, or for current expenses. . He said most teachers seem to favor using it for salaries, while administrators want to use it for buildings. Dr. Minear would get around this dispute by leaving it up to the districts. He would have to check each district budget to make sure that the federal money used was in ad dition to present state and local funds. The hill is specific that the money has to be spent as an addi tion. Dr. Minear said that Oregon now gets $12 million a year in fed eral educational aid. This money is for school lunches, vocational education, and to aid districts which have large numbers of workers on federal projects. So, he said, "Federal aid al ready is an accomplished fact. I don't see why there is any argu ment about it in Oregon." ' Oregon will break a little better than even on the federal aid. He said Oregon will receive St. OS for every $1 that Oregon's federal in come taxpayers contribute for this purpose. PICNIC PLANNED The Camas Valley Garden Club will hold a public picnic for pa tients of Ward S at the Veterans Administration Hospital. The event wilt take place July 11 at noon at the Camas Mountain Wayside Park. Mr. and Mrs. Alex McLuen and Mrs. Donald Munson of this city drove to Portland Saturday, where the latter took the train for Hills dale, Mich, to spend two weeks visiting relatives. The McLuens re turned to Roseburg in the evening. Miss Amanda Anderson left Mon day for her home in Salem, fol lowing the weekend here as the hotiseguest of Miss Gladys H. Strong. Miss Anderson, a former Roseburg High School teacher, has taught in Salem for the last sever al years. Mrs. Ivan G. Mrs. Hilda E. Peterson is back at her home at 1152 SE Main St., after several weeks of traveling to various points on the Pacific Coast including a trip to Los An geles to visit her son, Robert, and his family. While there she attend ed the annual convention of the California Federation of Chapar ral Poets and took part in the program both days of the conven tion. Robert, is contract adminis trator and assistant treasurer of Holmes and Narvcr Inc., and en gineering firm., Roy Cummins of 29 Palms, Calif, attended to business in Rose burg last -week. Mrs. Cummins and daughter, Lesley, and son, Christopher, will arrive in Oregon this week to join him at their sum mer place on the Rogue River for the next three months. They recent ly sold their home here to Al Ehr ensing, chemist for Roseburg Lum ber Co., whose family is joing him here from Oakland, Calif. Mrs. Ehr ensing and four sons remained in Oakland for the completion of the spring school term and are mov ing here this week.
