"If, as the discussions at the diplomatic level proceed, the presence of foreign ministers seems necessary and desirable the secretary of state would he prepared to attend," the note ad ded. By this move Dulles and "Lloyd obviously sought to avoid being placed in a completely negative position on the issue of a foreign miniver meeting. Russia proposed a meeting of foreign ministers in a note Oct. 1. There was immediate suspicion here that the Reds were trying to find an excuse to assure the failure of the scheduled Geneva negotiations and put the blame on the Western Powers. The United States reminded the Soviet Union that President Ei senhower had offered last Aug. 22 to suspend U. S nuclear weap ons tests for a year, with subse quent one year extensions, if Rus sia also would refrain from test ing and if progress were made toward setting up a control sys tem to police the test ban.
