10 The Newi-Review, Roieburg, Teachers Say Hickory Would Solve Problem The tun of the hickory stick ran (till be heard in classrooms throughout the nation. This ia one of the main themes which education experts use to counter charges that lax discipline in public schools is helping to in crease juwnile delinquency. A National Education Associ ation survey of more than 4.0UO teachers reveals that ahout half of them have the authority to en force discipline with corporal pun ishment. In addition it shows that spanking can also be inflicted by bout three-fourths of their pnnci , pals. y Education experts cite this re port ( only one important exam ple to p.-ove that they are not coddling pupils. They explain that all schools have disciplinary pro grams which are usually enforced with some type of punishment. Many school officials believe that largely restrictive methods should be used to make kids toe the mark. Pupil control is usually maintained by imposing such bad conduct penalties as keeping stu dents after school, taking away their privileges and reprimanding them. Other important enforce ment methods are suspension and expulsion from school, assigning special tasks and corporal punish ment. Other schools operate under the philosophy that discipline should he learned like any other subject. This program attempts to teach pupils their responsibilities to so ciety ana now to meet mem. It's this so called "new concept" of discipline that's largely respon sible for the verbal spankings which schools are suffering in the controversy on classroom law and order. - Critics claim that this system Colorado Springs Chosen For Scouts' Jamboree NEW BRUNSWICK, N. J. (AP) The executive board of the Boy Scouts of America has selected Colorado Springs for the national jamboree in 1960. The jamboree will be in July with the exact dates still to be determined. National scout jamborees are held every four years. The last one was at Valley Korge, Pa., in 1954. The 10th world jamboree will be held at Manila in July 1959. Advocates of the "new concept" counter this charge by explaining that it is supported by psycholog ical and educational research. They also point to the large num ber of law abiding graduates from schools lining this system as fur ther proof that it is not a disciplin ary bugaboo. And they usually cap their argu ments by explaining that the "new concept" has not abolished punish ment. Instead, these school offi cials explain, it imposes penalties especially designed to fit the na ture ot the offense. Kor instance, punishment for breaking a window would be to make the offender pay for the damage instead of whipping him or making him stay after school. Officials of the education associ ation say, however, that their studies show the disciplinary trend still leans toward regular types of punishment. They explain there's more talk about the new concept man actual practice. But this doesn't mean that cor poral punishment is the answer to keeping kids out of trouble, educa tion experts insist. Investigations ot classroom disciplinary measur es reveal that teachers with au thority to give spankings have about as much trouble with their pupils as those who don't. This is one reason why school officials emphasize that the real causes of juvenile delinquency do not lie within classroom disciplin ary sys'ems. They blame such well known so cial faults as unsatisfactory home conditions, irresponsible parents and lark of parental supervision due to mothers working outside the horn. Education experts also accuse large overcrowded schools for stu dent behavior problems. They be lieve many disciplinary headaches would be eased if more classrooms and teachers could he provided for the booming school-age population. In addition to operating disciplin ary systems, schools are trying to combat the delinquency problem by cooperating with community agencies concerned with youth de velopment; providing special guid ance programs and promoting pu pil organizations which stress good citizenship. Deer Coes Downstream Over Fish Ladder At Dam PORTLAND (AP) A 65-pound buck deer went downstream over the fish ladder at Bonneville Dam on the north shore of the Columbia River Sunday morning, Opal Townsend, the observer at the fish counting station reported Monday. She called guards, who roped the deer, pulled him out of the ladder, and turned him loose on the Washington shore. Pipeline Merger Benefits Told During Hearing By JOHN KAMPS I WASHINGTON (AP) A pro posed natural gas pipeline merger in the west would provide benefits to the public including the lowest possililc gas prices, the Federal Power Commission was told Mon day. Hay C. Fish of Houston, Tex., chairman of the Fish Engineering Corp. and organizer of the Pacitic Northwest Pipeline Corp., testified at an examiner's hearing on an application to merge the pipelines of Pacific and El Pao Natural Gas Co. Tha hearing reopened Monday after a recess of several weeks. El I'aso owns more than 99 per cent of Pacific's stock and asks permission to take over Pacific's pipeline running lrom New Mexico to the Canadian border in Wash ington state. Fish described an exchange of stock which in 19:6 made Pacific a subsidiary of El Paso. This has prevented "substan tial" rate increases for Pacific customers. Fish said. Financial problems faced by Pacific would have made big rate increases necessary, he ailJed. Operation of the two companies operating as a unit, Fish said would offer these other advan tages to the public: Gas would be moved freely from any source of supply to any mar ket; operating overhead would he reduced and facilities would be consolidated: financing and ex pansion activities could be con ducted more easily, and consum ers would be assured of continuity of service. Bus Hearing Cenerates Heat But No Smoke PORTLAND ( AP) Some heat was generated, hut no smoke as the state heard arguments last week on the proposal to allow smoking in the rear seats of long distance buses. Examiners for the public utili ties commissioner said they did not want it said the hearing was held "in a smoke-filled room," so banned tobacco, although smoking normally is allowed in the state office building, where the hearing was held. Two bus companies and the Ore gon Bus Assn. argued for smoking in the rear of the highway buses. Representatives said it would make it easier to handle passen gers who argue that states on eith er side of Oregon do not ban smoking on the buses. No damage was done. i 4 Dave Beck Loses Bid To Have His Trial Postponed TACOMA (AP) Former Team ster boss Dave Beck lost his bid today for postponement of his in come tax evasion trial scheduled to opin in federal court here Nov. 10. U. S. District Judge Georxe H. Boldt, sitting temporarily on the bench in Washington, D.C., mailed an order denying a defense mo tion for an indefinite continuance of the trial. Beck's attorney had argued that the ex-Teamsters Union president would be unalile to receive a fair and impartial trial because of pub lic hostility toward him. Juclse Boldt denied both the mo- j Hon for a continuance ana one lor I a pre-trial hearing for prescnta ition of what the defense called "communist bias. The judge said in his order that "no proper or useful purpose" would be served by further hear ings or additional arguments. He had granted Beck three postpone ments previously. Beck was indicted by a federal grand jury in August, 1957. and charged with evading payment of $240,000 in income taxes for the years 1950-53. Admiral Denies McElroy 1 Promised New Weapons GUAM (AP) Adm. Harry Felt denied today that Secretary of Defense -McElroy had promised , modern weapons to the Philip pines. Fell, commander of U.S. forces in the Pacific commented: "What the secretary said was that the United States is always willing to i sit down with its friends and dis cuss revision of policies but not jthat we would send modern weap ons to the Philippines." McElroy had been reported in Manila as saying the United States would provide the Philip pines with modern weapons for defense. The secretary comment ed as he boarded a U.S. Air Force plane. The September pace was set by Washington with a gain of $20, 750,000 and California, with $20. 125,000, the magazine said.
