Senators Probe Factors Behind Nixon Attack WASHINGTON The Senate Foreign Kelations Committee start ed an inquiry this week into the factors behind such recent anti American demonstrations as those which marred Vice President Nix on's good will tour of South Amer ica. One purpose of the inquiry la to determine whether the attacks on Nixon, the burning of U. S. In formation Agency libraries in Leb anon and anti-American outbursts rlsewhere were part of a world wide Communist pattern. FBI Director J. Edgar Hoover aaid the attacks on Nixon definite ly were inspired by Communists who he aaid. are but a very small minority in the South American countries. "There has been a concerted effort throughout the vica presi dent's trip to embarrass him," Hoover said in an interview tran acrihed for New York Stat radio stations. "In South America a majority ar friendly to the United States,1' he aaid in a TV interview. He auggestrd this friendship might be promoted through sports and the arts. "We ar natural friends," he said. "We need to know them bet ter and they need to know us bet ter." Sen. Wayne Morse (D-Ore) aaid one goal of the committee la to find out "the extent to which the CIA and the Slate Department briefed Mr. Nixon in advance on the dangers he might encounter" on his South American trip.
