It includes a 15-cent hourly wage increase, an area-wide health and welfare program that would cost employers 10 cents an hour per worker, and additional paid holi days amounting to 6 cents an hour. Jockey Willie Shoemaker, three times na tional riding champion, almost miraculously escaped serious in jury Tuesday when thrown from his horse, Naboo, in a jam-up on the first turn at Santa Anita. Naboo lugged out sharply, un seating Shoemaker, who wasi bumped by two other horses as he went down and hurdled by an-: other after he hit the ground.
