Dr. Shockley told an American Physical Society meeting Friday at Stanford University such an agenr)is needed to avoid the ex treme reactions which have hit the United States since Russia successfully launched its sputniks. He proposed the establishment of an "Institute of Public Enlight enment" that would utilize the skills and media of advertising to inform the public. Must Be Informed o The public. Dr. Shockley explained, must be informed about such issues as public education, civil service, the meaning of and need for basic research and the cost and meaning of, space con quest. "At the present time," he said. "no agency exists to inform and motivate the people in their own national interests." Gen George McCanless of Tennessee came to Washington Friday in an investigation of charges that pay offs were made to fix cases lit the criminal court of Chattanooga Judge Raulston Schoolfield. McCanless and W. E. Hopton, director 'of the Tennessee Bureau of Criminal IdentiJication, con ferred for an hour behind closed doors with Chairman McClellan (D-Ark) of the Senate Rackets In vestigating Committee. JlcClel lan's committee had brought the allegations as to Schoolfield to light in public hearings Tuesday and Wednesday on alleged violence by Teamsters Union offi cials. McCanless and the senator told reporters they would meet again later in the day to discuss Gov. Frank Clement's request that the committee open to his agents sec ret files reportedly containing ad ditional information about School field. McClellan said he gave McCan less and Hopton transcripts of the public testimony concerning Schoolfield. He said the question of turning over additional informa tion from secret files was dis cussed. Testimony before the Senate nrobers this week alleged that some $20,000 had been passed to "fix" criminal cases in Judge Schoolfield's court. Schoolfield indicated he would comment after studying the allegations. Defense Dept. Calls . For Draft Of 13,000 WASHINGTON I The De fense Department called Friday for a draft of 13,000 men for the Army in February, an increase of 3,000 over the previous call. The Department said that under current plans the draft calls for the remainder of 19.58 "will ap proximate the February level of mommy cans. The draft quota for January is 10.000. It was boosted to that level from a 7.000-a-month rate which had prevailed since last July. C. VICTORIA. B.C. W Princess Margaret will visit British Colum bia for approximately two weeks next year for the Centennial cele brations. Premier Gordon Bennett an nounced Friday that Her Royal Highness will fly from England directly here, arriving in the province July 12. Boeing Sends New Jet Aloft SEATTLE Boeing Airplane Co. today sent aloft for the initial test flights its first production mo del 707 jet transport plane. The big airplane took off at 12: 30 p.m., somewhat later than scheduled because of last minute engine adjustments. It landed eight minutes later because low hanging clouds and rain interfered with test plans. Big plane left the assembly line at Boeing's Renton plant on Oct. 28 and has been undergoing ex tensive ground and runway tests since. The plane's four jet engines made less noise than most such craft as they had been equipped with sound suppressors. The big, 600-mile-an-hour planes are sched uled for delivery to commercial airlines starting late next year. Head on Collision Kills Newberg Man Friday NEWBERG t collision on Highway 204 between here and Yamhill Friday killed 43 year - old Robert A. Nelson of Newberg. It boosted Oregon's 1J5J traffic death toll to 478, only two below what the state Board of Health lists as the all-time one-year rec ord in. 1952. Some 27 fatalities already have been, counted in December. Oregon state police said Nelson's pickup truck apparently bounced off a parked fuel truck before meeting an oncoming automobile driven by Jon Everett Tucker, 21, Portland. New Bank Is Chartered For Portland By State PORTLAND W Capitalization is listed at one million dollars for the Security Bank of Portland, which has been chartered by the state. Plans for establishing a new in dependent bank in downtown Port land were announced Friday by backers, a group of Portland busi nessmen. A head-on bank. Tenants Flee From Rooms After Fire Strikes Home PORTLAND W Tenants fled from their rooms when a fire broke out Friday night at the Lib bey Hotel at N. W. 6th Ave. and Everett St. The flames did most of their damage on the third floor, .but roared up an elevator shaft and caused some damage to the level above. Firemen had the blaze under control after 45 minutes, limiting damage to an estimated $2,500.
