for physics, Dr. William Shockley,
has proposed the creation of a
federal agency to carry out an
extensive program of public edu
cation on important national is
sues. Dr. Shockley told an American
Physical Society meeting Friday
at Stanford University such an
agenr)is needed to avoid the ex
treme reactions which have hit
the United States since Russia
successfully launched its sputniks.
He proposed the establishment
of an "Institute of Public Enlight
enment" that would utilize the
skills and media of advertising to
inform the public.

The public. Dr. Shockley
explained, must be informed about
such issues as public education,
civil service, the meaning of and
need for basic research and the
cost and meaning of, space con
quest. "At the present time," he said.

investigation of charges that pay
offs were made to fix cases lit
the criminal court of Chattanooga
Judge Raulston Schoolfield.
McCanless and W. E. Hopton,
director 'of the Tennessee Bureau
of Criminal IdentiJication, con
ferred for an hour behind closed
doors with Chairman McClellan
(D-Ark) of the Senate Rackets In
vestigating Committee. JlcClel
lan's committee had brought the
allegations as to Schoolfield to
light in public hearings Tuesday
and Wednesday on alleged
violence by Teamsters Union offi
cials.
McCanless and the senator told
reporters they would meet again
later in the day to discuss Gov.
Frank Clement's request that the
committee open to his agents sec
ret files reportedly containing ad
ditional information about School
field. McClellan said he gave McCan
less and Hopton transcripts of the
public testimony concerning
Schoolfield. He said the question
of turning over additional informa
tion from secret files was dis
cussed. Testimony before the Senate

some $20,000 had been passed to
"fix" criminal cases in Judge

Army in February, an increase of
3,000 over the previous call.
The Department said that under
current plans the draft calls for
the remainder of 19.58 "will ap
proximate the February level of

The draft quota for January is
10.000. It was boosted to that level
from a 7.000-a-month rate which
had prevailed since last July.
Friday's draft call will bring
the total of draftees summoned
since the start of the Korean War

test flights its first production mo
del 707 jet transport plane.
The big airplane took off at 12:
30 p.m., somewhat later than
scheduled because of last minute
engine adjustments. It landed
eight minutes later because low
hanging clouds and rain interfered
with test plans.
Big plane left the assembly line
at Boeing's Renton plant on Oct.
28 and has been undergoing ex
tensive ground and runway tests
since.
The plane's four jet engines
made less noise than most such
craft as they had been equipped
with sound suppressors. The big,
600-mile-an-hour planes are sched
uled for delivery to commercial
airlines starting late next year.
The plane carried 9,000 first
flight covers for stamp collectors.

Tenants Flee From Rooms
After Fire Strikes Home
PORTLAND W Tenants fled
from their rooms when a fire
broke out Friday night at the Lib
bey Hotel at N. W. 6th Ave. and
Everett St.
The flames did most of their
damage on the third floor, .but
roared up an elevator shaft and
caused some damage to the level
above.
Firemen had the blaze under
control after 45 minutes, limiting
damage to an estimated $2,500.
Fuemen said the blaze started in
a garbage pail on Uie third floor.
