L. Livingston WASHINGTON (tfl Prospects for congressional overhaul this session of the federal excise, or sales tax, laws have become in creasingly uncertain as adjourn ment time nears. The vast and complex job, af fecting the pocketbooks of most taxpayers either directly or in directly, is proving a headache to members of the tax-writing House to Treasury officials. Some 80 specific recommenda tions have been made to the full committee by its subcommittee on excise tax revision. The commit tee has tentatively approved some of the technical proposals, but some of the knottiest tax prob lems still remain to be tiealt with. Even if a final bill is drafted and the House acts before Con gress adjourns, House tax experts say the complexities of so vast and technical a job would appear to maKe senate action question able this year. Many Goods Affected Congress in 1954 cut most fed eral excises back to 10 per cent from Korean War highs ranging up to 20 per cent. Some are added to the retailer's price, others are included and not apparent to the average ouyer. They apply on such diverse goods and services as club dues, tires, purses, gasoline, railroad tickets, tobacco, liquor, night club entertainment, household appli ances, slot machines and corpor ate securities. The House Ways and Means Committee is still studying rec ommendations - vigorously op posed by Treasury officials to change the method of collecting liquor and tobacco taxes. Makers of these items now must' buy and pay for" tax stamps to put on their products before sale. They want instead to make per iodic tax returns after the product is sold. The delay in tax collec tions resulting num sucn a switch over would cost the government an estimated 300 or 400 million dollars in revenue in the one year. Boosts And Slashes Other subcommittee recommen dations would cut in half the pres ent 20 per cent tax on cabaret and night club tabs, club dues and ad missions to horse and dog tracks. Some of the subcommittee's rec ommendations would increase re venues by 15 million dollars, while others would result in decreases of approximately 17 million. These figures do not take into account the overtime revenue losses involv ed in the proposed changes in li quor and tobacco tax collections. The full committee has ap proved new 10 per cent taxes on gas incinerator garbage units, tape and wire recorders and record players. Also approved is a 1-cent-a pound increase in the tax oa tubeless tires.
