Commissioner Stanley Karl said the city would accept it but would be happier with another female as they are easier to handle. Local Chorus Schedules Appearance At Dillard The Roseourg Barbersnop Chor us will furnish entertainment as part of the Dillard Parent-Teacher Assn. program when that group meets Mondav, Jan. 16 at 8 p.m. at the Dillard School. Mrs. Harry Worthylake, Dillard teacher, is also appearing on the program and will show colored slides and tell of her experiences as a teacher while in the Marshall Islands. A short business meeting will precede the entertainment. Third, grade mothers will furnish refresh ments. The public is invited. Film Presentation Will Be Made By Locsl Church The First Christian Church will present the film "Where the Bible Speaks, We Speak," Sunday evening at 7:30 p.m. The film shown in cour will give a history of the church. Also shown on the film will be a portion of a manuscript containing ihe first five books of the Old Testament written in Hebrew. The public is cordially invited to attend. In the past few days, the Su preme Court has so promoted Ihree circuit judges to the hiuh bench to serve temporarily. They are James W. Crawford, Portland; Kalph M. llolman. Ore -ion City; and Dal M. Kin, Cociuille. Maguire, Shields. Morrison and Bailey, the Portland lawyers, ar gue (hat (he iy.5 law, under which (he appointments are authorized, is unconstitutional. The firm points out that the Con stitution says that supreme justices must be elected by the people, or appointed by the governor when vacancies occur. This provision, the Portland law yers contend, means that the Leg islature can't provide any other method for placing judges on the supreme bench. Engle Says Court Decision Threat To Water WASHINGTON W Hep. Kngle (D-CaliO said Thursday a recent Supreme Court decision involving Oregon threatens the traditional water rights of the IS Western reclamation states. Because of this, he said in a statement, he has introduced a bill In clarify and reaffirm these rights. "Traditionally." he a a id, "the federal government in the 17 West ern stales has acquired and held Us water rights under stale law as a proprietor, just the same as any other land owner. "Under the decision in the Ore gon case, whenever the federal government reserves a portion of the public domain for a military installation, or any other specific purpose, the use of water on the reserved area would be independ ent of stale law. "If this decision is applied re troactively, it could cut off private water rights which have been in use for half a century or more."
