HIGHTOWER WASHINGTON President Eisenhower asked Congress Thurs day to vote unprecedented lunjj lerm foreign aid weapons to rein force the fight against Communist offensives aimed at spreading Red power in the Middle Fast and Asia. Eisenhower told the lawmakers that his meeting with Premier Bulganin of Russia and other big power leaders lasl July had pro duced agreement that atomic war would be an "intolerable disaster." But lhe follow up foreign min isters meeting in October showed. he said, thai "Soviet leaders are not yet willing to create the indis pensable conditions for a secure and lasting peace." Non-Licensed Doctors Hiring To Be Limited SALEM The state Board of Control told the state Board of Medical Examiners Thursday lhat non-licensed doctors will be hired at state institutions only when li censed doctors are not available. t The medical examiners protest e'd the hiring of non-licensed doc tors. Five of them, all foreign ref ugees, now are working for lhe institutions. The Board of Control said it has been compelled to hire non-licensed doctors in order to staff the state hospitals. The Board of Control called for bids on a S34U.OOO project lo lo cale the prison healing plant out side the walls. The plant now is inside. Warden Clarence T. Gladden asked for the project as a security measure. It would prevent con victs from seizing the prison boil ers, as well as the penitentiary power system. Paul Patter son said the proposal is ' prema ture" because the site hasn't even been hnueht yet. Called for bids for digging a well at the proposed state reformatory at St. Paul. He thereupon outlined a plan of action for iu:6 in which he almost . buried under familiar and well-es-! tahlished programs one of the most j spectacular recommendations in the field of foreign aid to come from the White House in several years. This was the request for au thority to make commitments for foreign aid extending into future years. It is limited now to a year-to-year basis. Eisenhower did not spell out his new recommendation. Il is under , stood that it covers iwo plans which Secretary of State Dulles, I and other officials, will later out line lor Congress: I. Authority to pledge American aid to long-term foreign projects up to a maximum of 10 years, at a total cost of one billion dollars, with no more than ion million in be spent in any one year. Funds would be appropriated each year, as at present, and the long-term projects thus subject to regular congressional review. 2. Authority to spread over a longer period of lime the spending , or obligating of the money actually appropriated each year for foreign aid.
