It was expected that the Mapai, whose 47 seats make it the largest faction in the 120-member Knesset (Parliament), would try to build a new coalition without the General Zionists. The latter have 20 seats in the Knesset and no other party has more than 8. A bill to become effective Jan. 1, 1957, was presented to Parlia ment by Jacobus Surrhof, minis ter of social affairs and public health. It would introduce compul sory old age insurance for all re siding in the Netherlands, regard less of nationality. With the world's lowest mortal ity rate, the burden of the aging Dutch population is becoming more acute every year. In another 30 years, it is estimated, 16 per cent of the Dutch will be over 65.
