Neuberger (D-Ore) renewed his plea for greater economic security for children in a commencement speech at Goddard College Sunday. He said this country has accepted as normal many government sub sidies to 'inanimate objects, but not necessarily to human beings." Few persons, he said, "question the wisdom of federal land grants to railroads, of mail subsidies to airlines and steamship corporations or of payments to farmers whose crops are in surplus. But subsidies for children are quickly challenged as inimical to our way of life." "If a government subsidy can Improve our chances of combatting juvenile delinquency, tHen I favor such a subsidy," the senator said, The probability of an American man dying within a year are 1 in 100 at age 45, rising steadily to a m loo at age 80.
