Mitchell Says Eliminating Party Oath Wouldn't Stop Barring Challenged Persons CHICAGO (fl Stephen A. Mitchell, former Democratic na tional chairman, said Tuesday that elimination of the party loyalty oath would not prevent barring of 395ft convention delegates whose loyalty is challenged. Mitchell, who heads the 70-mem-ber Democratic Advisory Commit tee on rujes for next year's con vention, said he believes that, should former Gov. Byrnes ot South Carolina, or Govs. Kennon of Louisiana and Shivers of Texas seek credentials as delegates, they would be rejected. "No one should be misled about the effect of dropping the loyalty! oath," Mitchell said in an later-1 view, "ft doesn't follow that there are no requirements of eligibility." Mitchell said it is his opinion that the three Southern governors would be denied seats by the credentials committee "because they are po litical Bpostates." "The delegates will not forget," Mitchell said, "that they partici pated in the 1952 convention as Democrats, and then went home and supported the opposition. It's a question of party responsibility.
