Sen. Philip B. Lowry, Medford lawyer, said he is studying the question. A court in Chicago recently ruled that test tube babies are illegitimate. Lowry said his proposed legis lation might declare su?h a child legitimate if the husband had agreed to the artificial insemina tion. SALEM I The Oregon Legis lature's Ways and Means Com mittee has received a report that state employes are underpaid, and that it would cost (345,000 a year to bring their pay up to standard. The report, made by Barrington Associates, a New York manage ment firm, also recommended cre ation of a state personnel depart ment directly under the governor. It called for a new classification system for employes, and many salary changes.
