The British and French govern ments made public Thursday the texts of notes their envoys deliv ered in Moscow Wednesday to So viet Foreign Minister V: M. Mo lotov. They replied to Russia's notes last month warning that she would cancel mutual aid treaties signed with the two nations in World War II, if the Paris ac cords to rearm West Germany in the North Atlantic Treaiy Organi zation are ratified. Both -Western powers denied that the Paris agreements violate their obligations under the Soviet mu tual aid treaties. The British note declared the Western plans are "purely defen sive" to counter the weight of So viet armed strength and accused Russia of blocking German reun ification. France charged the Russians themselves of violating the mutual aid treaty on "several occasions" and warned the Kremlin it "must assume entire responsibility (or the denunciation of the French-Soviet pact," Young Mother Dies Of Bleeding WHITEFISH, Mont. Wl Effects of a nosebleed killed a 19-year-old mother and her baby Thursday. Mrs. James Roth's nose began bleeding Saturday at her Eurkea home in northwestern Montana and no one knows' why it started. It would not slop. Deetz Opposes New Milk Bill SALEM W State Rep. Elmer "Gallon Jug" . Deetz, the Canby dairyman whose campaign to re peal the milk control law was suc cessful' at the November election, claims that the State Department of Agriculture's milk legislation prevents competition. Deetz said the department's bill, introduced Tuesday in the House, aims for "another set of standards which would further stifle competi tion and regulate the amount of cream which could be put in the bottles." . Deetz said the bill. would put many small dairymen out of busi ness and strengthen the large dis tributors. He added, that the peo ple, in killing milk control last fall, have spoken out that they don't want any more legislation to reeulate milk sales. Deetz argued that the minimum butterfat content, now at 3.2 per cent, should be raised to 4 per cent. The proposal to abolish grades B and C milk would handicap the small dairyman, he declared. "This bill is merely additional class legislation," Deetz said. Idaho Considers Giving Covernor Second Ttrm . BOISE IX The Idaho House of Representatives approved Wednes day two proposed constitutional amendment: favored by Gov, Rob ert E. Smylie calling for annual legislative sessions and permitting the governor to succeed himseli. The annual-session measure, passed 50-8 and the other resolu tion, which would limit the gover nor, to two terms instead of the present one, passed 49-9.
