PORTLAND 1 rhriermie shoppers are spending less money this ye.ar and are looking for better values for what they do spend. That's the concensus of leading Portland retailers who estimat business from "about the same as last year" to as much as 18 per cent off. Widesoread unemployment in lumber, food processing and con struction is held partly responsible for the drop. Other factors are pro longed rainv weather, and. in the opinion of at least one retailer, re moval of the urgency for buying, resulting from the end of hostilities in Korea. Generally department and furni ture stores reported buying to date 5 to 10 Der cent below last vear. But most point out that Christmas shopping has been slow in starting and has picked up in recent days. Some forecast late buying surges which will bring business this year "within 5 per cent either way" of last year, when many had a record volume. Unemployment is the highest In Oregon since before World War II. with 9 per cent of the workers in sured under the unemployment compensation program without jobs last week. That tied Oregon with New Hampshire for the high est unemployment rate in the nation. There are some exceptions to the business decline. One speciality store dealing in books, stationery and toys, reported sales 8 per cent ahead of last year. Buvers generally are turning less expensive items, and while unit sales compare favorably with last year, dollar volume is off. Preferences are for more service able items this year. Jewelry stores in particular report a trend toward useful household items, watches which are more utilitarian than decorative and small items such as necklaces and pins. There is more shopping for quality and greater sales resistance. Impulse buying, as one leading retader described it. is less appar ent, although this will increase as Christmas gets close and shoppers pick up things "that will do" for uncle cnaries ana i .usin jane. Some retailers have turned to advertising on television, which made its advent in Portland just little more than a year ago. Many have stepped up newspaper advertising, which emphasizes the price appeal more than in past years. Major stores are now open nights until 'Christmas. Few complaints have been re ceived on consumer credit, tnougn one leading furniture store report ed many customers asking for long er credit terms than the. store is willing to give. More buyers are opening charge accounts in leading department stores, under a new city-wide system which simplifies checking credit ratings. "Measured by any normal stand ards, ourChristmas business is a healthy one, even if it doesn't come tin to last year." Charles Goldstone, merchandising manager for a leading department store, said. "There's nothing to be de pressed about." PORTLAND I W. H. Lynoh, division engineer here for the U. S. Bureau of Public Roads for 25 years, will retire Dec. 31.
