Sen ate ratification may come ucxt week. The committee action followed testimony that early ratification of the convention is needed to avoid American fishermen in the Bering Sea. William C. Herrington, special assistant to the undersecretary of state, said approval of the- agree mentwhich sets out North Paficic fishing rights of the United States, Canada and Japan is necessary to "mlnlmiie frictional incidents" such as resulted from Japanese fishing in the Bristol Bay area of Alaska in 1937. Without the machinery provided for in the tri-partite agreement there will be no means by which this country can observe the opera tions to make certain fishing is limited to crabs. Steel Lock Forces Ford To Close Auto Plants DETROIT l The Ford Mo tor Co. announced Friday it is shutting down all its Ford assem bly plants and three out of four of its Lincoln - liercury plants after Monday because of a steel short age. Manufacturing operations will be cut down progressively starling Tuesday and continuing through Thursday, longer if possible. Full production will be main tained Monday. But the Detroit Lincoln plant will be the only as semuiy plant still in operation as of Tuesday, and it is scheduled fur closing July 3. About 22,000 workers will be af fected by the Ford shutdowns and 5,200 by the three Lincoln-Mercury closings. About 69,000 are employed In manufacturing operations.
