Homlia Goldy Faces Difficult Job In Directing Labor Phase Of West Europe's Defense PARIS, France Daniel I Goldy, of Portland, Oregon, who once successfully managed the physical resources on 30, 000,000 acres of public lands in the Pacific Northwest, as Bureau of Land Management regional supervisor, today is occupied with another sizable task the efficient use of manpower in Western Europe's defense and economic build up. The 36-year-old expert on resources and employment problems is now deputy director of the labor division for the European office of the Mutual Security Agency. MSA has incorporated the work of the Marshall plan. In a recent interview in his Paris office. Mr. Goldy said his present job had a two-fold purpose. One called for Resources devel (jpment and economic expansion to increase exmployment in re gions where a labor surplus ex isted. The other was to bring about rope from surplus areas to cen ters where it was vitally needed, regardless of national boundaries. He said the program was close ly interwoven with West Europe's need to strengthen its defenses' against possible Communist ag gression. However, it has met with at least two major obstacles: 1. The impediments to economic expansion by Europe's rigid car tel system, ' 2. The obstruction to the free movement of labor forces and goods at national boundaries. Restriction Encountered Mr. Goldy said that economic expansion was restricted by .e control that cartels and monopol ies held over the development and allocation of raw materials, "As a result, business is static," he added, "the rule is low out put and high prices, low wages and high profits. The system is accompanied by under employ ment and the flight of capital." To illustrate his point he chose as an example his favorite sub ject ' lumber. "I was amazed to find that In Switzerland and Germany wooden carts and oxen are still used to logging truck. "Since labor is so cheap the work is done largely by hand and there is little incentive to install ne machinery which would increase production and lower prices. "The fact is, I found that Europe is far from being poor," he con tinued "however, many countries here have not fully developed or utilized their resources." Barriers At Frontiers He said it was questionable whether Eruope's economic rich es would ever b erealized without economic and political federation. The Junior Red Cross chest will contain pencils, crayons, tablets, a soccer and smaller balls, a first aid kit, geography book, an atlas complications at national bound aries. The same is true in the free circulation of goods.
