Churchill Warns Britain Of Stern Measures Ahead LONDON OP) Prime Min ister Winston Churchill declared Tuesday his new Conservative gov ernment found Britain on the road to "national bankruptcy." He warned the nation It Is "en tering a period of emergency dur ing which he will - be forced to take "exceptional measures." "We are convinced," he told the House of Commons, "that it is necessary to present the facts plainly to the nation in order that everyone might realize where we stand." In addition to stringent financial action, Churchill said he will ask soon for a secret session of Com mons at which he will give it full information on the country'! de fense position. On finances, Churchill said: "We do not believe that a full and frank statement of our posi tion will aggravate the loss of con fidence abroad which has been taking place." Churchill did not specify just what remedies he has in mind. Debt Mounts Annually Churchill said Britain has a de ficit crisis worse than 1949's and is running into debt abroad at the rate of nearly $2 billion a year. The pound was devalued in 1949. He said the deficit crisis was not only worse than 1949 but "in many ways worse than in 1947." He referred to financial help from the United Statea in those years, sayine: "Do not let us forget during the last six yeara me immense iinan cial help loaned or given us by the U. S. government and our dominions." Churchill called again, as he has been doing for two years, lor an attempt to abate the cold war "by negotiation at the highest level from strength and not from weak ness." "Never," thundered cnurcniu, "must we admit that a third world war is inevitable."
