STANTON V have hoard a few people criticizing city officers and employes because they have been publicly unting passage of bond issue proposals coming before the city' voter Dec. 12. Critics contend the officer, and employe should be neutral on controversial matters and, particu larly, should not be actively campaigning. We believe the criticism to be undeserved. Officers and employes are in the best position to know the city's reeds. We feel they would be negligent if they failed to give voters the benefit of their knowledge. If an employee in our business feels he ran do a better job, do it' more efficiently and for our welfare and benefit, if we provide him with some equipment he needs, we are pleased when he comes and tells us how he thinks our operation can be improved. Perhaps we do not agree with him. Maybe we think the investment is not justified. Maybe we can't afford it. But at least we are glad to have our attention called to the matter and we place a higher value on that employee's service because he is interested in our business so much in terested that he desires something giving him capacity for better and more efficient work. If a city councilman, a city manager, a street super intendent or a street sweeper believes he has a good idea, or can point out a plan for improvement or betterment, he would be negligent, in our opinion, if he didn't "beat the drum" for his program. Perhaps we fail to see eye-to-eye with him. Perhaps we feel we can't afford the improvement he suggests. But we believe he has every right to use his persuasive powers to convince us of the value of his proposal. Art Proposed Bonds Essential? Our city manager and members of the city council have publicly urged passage of the bond issues submitted to voters for their approval. They do so because tlieyj believe the citv will be benefitted. The city's voters must decide whether the projects to be financed by WASHINGTON The blythe abandon with which Mr. Tru. bonds, if issued, are essential and, second, whether we man handles facti impranai ma profoundly, as taxpayers can afford the cost.
