Donald E. Chafey, speaking for the organization which he said rep resents 4,000 New York City busi nesses of all types, told the Senate Finance committee: "Although the association con sistently lias advocated elimina tion or reduction of excise taxes, it realizes that if full-scale war should break out in Korea or other troubled areas, an increase in taxes will be required."
