H. Banfield became chairman of the highway commission February 28, 1943, World war II had clamped the brakes on all high way construction in Oregon other than that specified by the command ers of the war effort ai being of an emergency nature for their as sistance. During the 1943-44 biennium some 50 construction projects were carried out, all of them, other han those requested by the army chieftains, being contracts which had of completion before Pearl Harbor. The new chairman took the gavel with two supporting freshmen on his commission team, Arthur W. Schaupp of Klamath Falls succeed ing Huron W. Clough, Canyonville; and Merle R. Chessman. Astoria. a"" l The new commission faced ad verse onerating conditions o n everv hand. It found it to be prac tically impossible to secire the needed crushed rock and gravel for use in highway maintenance, due in part to the construction demands for building cantonments, naval stations, air fields, shipyards and housing facilities and in par tacular to the dfficulty of its contractors in securing repair parts for worn or damaged quip ment. Scarcity of lumber inter fered with the- maintenance of bridges. Man Power Lack Ftlt. Throughout the biennium the shortage of manpower was even more serious .than that of mater ials. Thirty percent of the depart ment's personnel went into the armed services and still more left the department for more lucrative employment in the war industries. The maintenance forces were re duced approximately 27 percent, to overcome which the work week was Increased from 44 to 48 hours and special maintenance crews were put on a 54-hour basis. Wages were increased in the lower brac kets and women were employed as truck drivers, flagmen and other of the lighter tasks. Maintenance costs jumped to 40 percent higher than the prewar rate, due to heavier wartime trucks both in war transport and in the logging field, to increased material and supplies cost, in creased cost of older equipment operation and increased wages. Look to Futuro But, though lagging in Its for ward construction program, the commission proceeded to prepare for postwar demands. It toured the state, meeting with county courts, city authorities and civic bodies asking them to formulate their suggestions for a three-year postwar construction program and report to the commission. It was during this biennium that the counties and the cities began to get their definite percentage outs out of highway road user i funds. In 1943 the counties were given 15.7 percent, or $2,311,569; the cities an allocation of 5 percent or $736,163. These funds, propor tionately allocated, are earmarked to be expended on county roads and city streets which are not on the highway system. No pro vision was made in the law lor any report to be made to the com mission covering the expenditures of these funds by the county or the ciry authorities. Booher and family have gone to Coos Bay for a few days to redecorate the Wanda Belle. Grandma Allison returned home Thursday from the hospital in Eu gene. She reports it is wonderful to be able to see again and en joys meeting her many friends, who have been calling on her since her return. Girl, Kicked By Heme, Undergoes Brain Surgery A delicate brain operation was performed on Mavis Jean Rose, 17, of Roseburg in Portland Wednesday, according to an As sociated Press report. Her condi tion was reported to be fair, and as good as was to have been ex pected. She was kicked in the head by a horse July 4, which incidentally was her birthday. She suffered a brain injury. She was first taken to a Eugene hospital and later transferred to Providence hospital in Portland. The operation was performed a short time after she arrived. PVT. Taylor of Winston, Ore., having recently arrived in the Far East command, has been assigned to the 24th Infantry division, located in the island of Kyushu, Japan.
