Omar Bradley said here the present state of affairs requires the closest possible cooperation between the nation's militsry men and its diplomats. . "In Mace." Bradley said, ' the diplomat would be the principal spokesman for the American peo ple in foreign affairs. In war, the soldier's advice is sought and heeded as we defend our nation. "But today, in this half peace. half war, neither the soldier nor tne diplomat alone can lean ine American oeoole in a wise course of international action. Both voices must be heard if American policy is to be realistic and effective." In a speech which he prepared for delivery at the graduation ex ercises of the National War col lege, Bradley said that while new weapons pose a deterrent to ag. gression "they also place in ''' hands of any enemy the auick trigger of foreign policy." He u- j ded: "Some nations can commit them selves in a matter of seconds." Bradley's speech made no men tion of the communist attack on South Korea. But it hammered at the theme that the democratic world-is confronted by "an ag gressive ideology which places its political faith and authority in the hands of military force." "If our ideals of democracy could challenge communism i n words alone," he said, "or in dip lomatic negotiation, or "even in MODEST MAIDENS Tridemirk RffiiUrad U. I know that the abundance of our way of life, and the Christian ideals behind it, would win out. "But the close combination of communism with militant dictator ship demands that we include strong defense measures in o u r program of coatainment." At the same time he made clear his belief that the military must remain under civilian control at all times. Under the American form of government, he said, the military can thus "best serve its purpose." War Footing Plans Ready For United States WASHINGTON, P Detailed plans for putting this country on a war footing if necessary are ready for delivery to Congress. Drafted in a 20-title bill by the National Security Resources board they would authorize President tru man to clamp a quick freeze on prices, wages, manpower and mat erials. Declaration of a national emer- tj.y AlAM- By Chic Young By V. T. HAMLIN gencjr would send It to Congress. Officials predict it would receive swift approval even though it gives the President potentially greater control over the lives of American citizens than ever were exercised in World War II. Simultaneously, NSRB chairman W. Stuart Symington would give signal converting (900.000.000 worth of "phantom orders" into real government contracts, hands of the American machine tool industry, cover equipment to be used in converting civilian pro duction lines to tanks, aircraft, George J. One government official reported that the armed services have been checking up since the Red invas ion of South Korea on the plants with which they have placed "ed ucational" orders for new-type wea pons and equipment. The actual language of the act is confidential but its general terms are known. Officials believe by applying a sudden "freeze" to the economy, it would avoid a flare up of inflation, hoarding and wage spiraling such as marked this coun try's step-by-slep mobilization of the homefront in 1940 and after.
