Nut Imports Peril Homt Market, Angell Declares from Patrick Malin, new exec'i Uve director of the American Civil Liberties union, who spoke here. Malin, a Quaker, said ha con sidered congressional investiga tions necessary, to curb espionage, sabotage, and '.reachery. "But it is equally important," he added, "to keep alive the hab its of free expression and a fair trial," He criticised the present con gressional loyalty probe for pro viding no way in which an accused man can face his accuser or de fend himself. "Congress," said Malin, "ought to exercise self-restrain in pro tecting names of people until prov en guilty." Loyalty oaths, he declared, "are ineffective in ferreting out the real subversive, because he lies. He doesn't feel the fear of heavenly perjury, and earthly perjury is all in the day's work." Angell made public a letter urg ing Acheson to take a stand against any further reductions in the duty on nuts at the tariff negotiations in England next fall. Angell said in a statement that he has protested to the state de partment, the tariff commission and the Economic Cooperation ad ministration. for much relief against this un justified foreign competition unless there is a change in the viewpoint of the administration or a change in the personnel," Angell said. "Our appeals fall on dear ears."
