BE IT ENACTED BY THE PEOPLE Or THE CITY Or ROSEBURG: That Section 33 of the existing mu nicipal charter of the City of Roie burg, Oregon, as enacted by the legisla tive assembly of the State of Oregon, and as heretofore amended by said legislative assembly and as heretofore amended by the vote of the people of the City of Roseburg undsr the initia tive and referendum - and otherwise, shall be and the same hereby is amended by adding to said Section 33 a subdivision to be knovan as Subdi vision 65 which shall read as follows: Subdivision 65: The Common Coun cil of the City of Roseburg hereby is granted the power. Only eight minutes after the poll, closed at 9 p. m. DST, the first pre cinct report was called into the News-Review. Wharton precinct, recently formed in West Roseburg, was the first to call in. Approxi mately 100 votes were cast. The second voting piecinct to report was Deer Creek, which call ed the News-Review at 9:12, to be followed at 9:15 by Laurelwood and then Woodard. After that the two News-Review telephones used for receiving the precinct returns were kept too busy to check the time. Approximately 40 had reported by 10:30. and 55 out of 61 precincts were in by mid night, Winchester Bay was called in by Deputy Cecil Bever at 1:30. There were three absentees, Loon Lake, Gunter and Tiller, where there are no direct tele phone services. Their reports are expected to be in sometime today. Tyee was prompt to call, stating that no votes were cast in that precinct. Watson, Wright, : Otis Receive Nominations - Ward C. Watson, republican in cumbent for Calapooia district, Fred M. Wright, Republican in cumbent for Reedsport district, and Miles H. G. Otis, Democratic can didate for Glendale district were nominated on their respective bal lots for justices of the peace. Watson poled 323 votes to win over Gerald O. Kabler with 202. Wright polled 235 votes to win over D. D. Hail with 182, and Otis re ceived 63 votes for a slim mar gin over Alwin V. Mohr, who re ceived 58. E. S. Skillings, Republican in cumbent at Glendale, unopposed on the ballot, was elected to his of fice only by his support from Glen dale. Cow Creek gave two other write-in candidates more votes; Tripp received 36 and Johnson 32, compared with only 29 for Skillings. However, the latter's total was 89. At Reedsport, while Wright won the nomination over Hail on the Republican ticket, the reverse was true via the write-in route on the Democratic ticket. A total of 207 Democrats wrote in Hail'i name and 172 wrote in the name of Wright. If Hail chooses to change his party affiliation the two may face each other again in the Nov ember general election. Clarence Leonard, unopposed at Drain, tallied 188 votes. He is Democrat.
