Mr. Truman apparently will make a vigorous defense of Secretary of State Acheson and the State de partment, now under hot fire from the Republicans. In this, however, he will bon the defensive and not on the offense at he wis in IMS. The President will be able to point to enactment ot part of what he calls hit "fair deal" pro gram. But much of it remains bogged down in the halls of Con gress. Some ot the promises he msde in IMS tren't much netrer fulfillment than they were then. How Mr. Truman handles him self within the next few months rosy have much bearing en the outcome of the November eiec tioni. He will be watched closely by friend and foe alike.
