The President will be able to
point to enactment ot part of
what he calls hit "fair deal" pro
gram. But much of it remains
bogged down in the halls of Con
gress. Some ot the promises he
msde in IMS tren't much netrer
fulfillment than they were then.
How Mr. Truman handles him
self within the next few months

by friend and foe alike.
