Dec. 13 UP) Senator Flanders (R-Vt) say Congress may be about to learn that some thrifty farm families "are doing pretty well with cash incomes as low as $2,000 or even $1,000 a year. Flanders is a member of the Senate-House economic subcom mittee opening 10 days of hear ings on "low-income families." Senator Sparkman (D-Ala ). subcommittee chairman, said in advance the group hqpes to learn wnat, li any, governmental ac tion can be done to improve the lot of some 10,000,000 families with cash incomes of $2,000 or less a year. Flanders, in advance of the hearings, told a reporter that congress "may learn we are making a mistake to lump per sons in the low income group." "We have heard a great deal about the one-third who are ill housed, ill-fed and ill-clothed," he said. "Often the administra tion asks us to deal with them as a group." Flanders said it is probable that "some farm families with a small cash Income actually were pretty well off." "They raise most of their food and sustenance and are wise about spending the cash," he added. "But Congress should have an accurate factual background on who these low income people are what caused them to get that way, and what can be done about it," he said. Data already accumulated by the committee staff indicates that "some farm areas produce widespread low income," he said. "Maybe the cure for them would be basic chances in aerl- cultural methods and diversifica tion." "Lack of educational facilities and proper training for handi capped groups may be another cause," he said. Staff studies indicate that "non-white males" heading fam ilies in rural areas form the largest low-income group. Other factors listed include lack of ed ucation, physical handicaps and DroKen iamines. GOP Meetings Called To Map 1950 Strategy Bv JACK BELL WASHINGTON . UP) Re publicans roll up to a Dolltlcal cross roads this week in the 1950 congressional campaign. Party leaders face financial and strategic decisions at meet ings in New York and Chicago. Individual members already were busy trying to set the Re publican vehicle in the directions they think victory lies next year. R. Douglas Stuart of Lake View, 111., newly appointed par ty treasurer, began mapping a fund drive. His appointment was announced Saturday. He suc ceeds James S. Kemper of Chi cago, who resigned Nov. 3 be cause tne party's reserve fund had dwindled to onlv S90.000. Stuart is vice chairman of the board of the Quaker Oats com. peny of Chicago and a national Boy scout official. Senator Jenner (R-Ind) called for a different turn on interna. tional affairs, blasting against the bipartisan foreign policy which has had the loving care 01 senator vandenberg (R-MIch.) coalition idea Rapped Senator Aiken (R-Vt) took Sen- ator Bricker (R-Ohio) to task for suggesting formation of a new party through a coalition of southern Democrats and north ern Republicans. That just wouldn't work, the Vermont senator said. He added that he does think a lot of Demo crats will join the Republicans in opposing too much centralization of government power in Wash ington. Some prospective large con tributors to the GOP's nearly empty war chest for the 1950 campaign are said to be demand ing an all-out stand against the Truman proposals as- the price of their financial support. Some of the Republican lead ers don't think that would be wise. Senator Taft, for instance, stands committed to public hous ing, aid to education and other so-called welfare measures that more or less parallel the Tru man proposals in these fields. Or chard heating was extensive, and a black pall of smudge smoke covered a 70-mlle band from the mountains to the ocean. General manager R o b b 1 n s Russell of the Mutual Orange Distributors, a citrus coopera tive, said heating generally pro bably forestalled serlouu losses to navel oranges, "because of the maturity and size of the fruit It Is bigger this year than for several years past.
