Membership In the "Y" was discussed. t was decided more study should be given before a definite type of membership was adopted. There was further dis cussion on the affiliation with the area and national councils of the Y. M. C. A. and the dues to be paid them. June 21. (.m The Big Four foreign ministers ended four weeks debate last night with a pledge for East-West peace and general agreement on an Aus trian independence treaty. As tne conference closed, me following results were announced: A slx-polnt statement oi princi ples to guide negotiations in Ger many. This featured a Russian promise not to reimpose a block ade of .Berlin, in return tor ei forts to revive east-west trade in the former reich. A joint communique announc ing a series of agreements on the outstanding Issues in the Aus trian treaty and Instructing the deputies to wrap up the document Dy sept. i. Agreement among the four ministers to maintain contact and hold another meeting in New York next fall during the United Nations general assembly. An American deputy, Samuel Reber, told newsmen he was con fident the four powers would agree on an Austrian text in time for the fall session, when it pre sumably would be adopted and the allies would pull their forces out of Austria. The conference had a hectic ending when Russia sought un. successfully to make a last-minute change in the Big Four's com munique. It seemed Vishlnskv had been reprimanded by Moscow for one point on the Austrian treaty re garding on proms. After a hurried session at tbe French foreign office, it was de cided to take up the point through diplomatic channels and the min isters left. U. S. The problem involved primari ly Is what responsibility does the city have in maintaining graveled streets. If only the curbs and gutters are installed at property owner expense, the city would be required to give the street con stant maintenance. While some maintenance and further oiling would be necessary if one coating of oil were applied at property owner expense, the city would be relieved to some extent. Paving would virtually eliminate city maintenance, but would bring the initial cost to the property own ers to the much higher figure. The matter was clelerrea until the nroDertv owners could be con sulted, and a final decision made at the next meeting. Ford St. Project Askod Petition asking Improvement of Ford St. between W. The Air port Committee report was defer red until the next meeting. A class 2 package beer license was approved for Chester L. Wilcox of Rhoads' Grocery at Sheridan and Lane Sts. The matter had previously been deferred until the grade on E. 2nd Ave. South had been established. Beaver Trapping Ban Is Sustained SALEM.
