Jews Take Over Administration Of All-Arab Jaffa TEL AVIV. Palestine. Mav 12 UP) Mayor Israel Rokach an nounced today the administration of neighboring Jaffa had been "taken over" by this all-Jewish city. Jaffa, an all-Arab city has been the main port of the Arabs in Palestine. The announcement came a few hours after Abu Laben, chair man of the Jaffa Emergency Committee, came to Tel Aviv in a car guarded by the Jewish militia Haganah for a truce talk. The Jaffa emergency committee which took over the virtually de serted Arab city last weekend already had declared Jatfa de fenseless and without normal municipal service. Thousands nl Arabs had fled the city following Jewish attacks on it. The Jews succeeded in virtually isolating the city before the British stepped in and enforc ed a truce. Arabs Launch Attack Haganah said that Kefar El zion, Jewish stronghold In the Judean hills south of Bethlehem, is under heavy attack by Arab icgionaires using armored cars and artillery. T!;e attack was reported to be the strongest yet on the isolated settlement, which hns beaten off at least three previous Arab thrusts. Haganah sources complained the attack came before the end of the British mandate (May 15) at a time when thG Arab legion was In Palel!n with British permission and echmcally under control of the mandate g vern ment. C, May 12 (CP) A mauled and tortured 12-year-old school'boy today nursed an ugly swastika scratched on his chest by a safety pin in this city's worst case of sadism1 in recent years. An Intensive manhunt was underway for the blackcaped and goggled stranger who yes terday lacerated Gary Cuthbert, son of Sgt. and Mrs. Stewart Cuthbert. The boy, a newspaper carrier, said the wierdlydressed man ac costed him while on his way home from school. The man end ed a three-hour orgy of beating the boy by scratching a swastika on his chest with a safety pin. Police report the man told the boy: "You have something valu able of mine." He dragged him into nearby shrubbery, trussed him with the boy's belt and then mercilessly beat him. No Inde cent act was attempted. The area is a former army barracks now used as a Joint services married quarters. Fear has gripped other resident par ents and children are being con stantly watched. First Head of Oregon Unit Of War Mothers Honored SALEM, Ore., May 13. UP) A plaque in memory of Mrs. Emillc G. Hendricks, first president of the Oregon Chapter of American War Mothers, was presented to the state here yesterday by the organization. Mrs. Hendricks was the wife of the late R. J. Hendricks, form' er publisher of the Oregon States man. She was the mother of Paul Hendricks, Salem attorney who is a representative in' the state legislature. Mrs. Hendricks was appointed first president of vh3 Oregon Chapter by former Gov. James Withycombe at the end of the first World War. The appoinment was recommended by President Wilson. Wallace Tuesday night as he outlined his ideas for ending the "cold war" and launching a "century of peace." Addressing a Madison Square Garden rally, the third party pre sidential candidate said that there are no differences between the United States and the Soviet Union "which cannot be soiled by peaceful, hopeful . negotia tions." He presented his views in the form of an "open letter" address ed to Prime Minister Stalin. Wal lace's running mate, Sen. Glen Taylor (D.-Idaho) also spoke at the rally, which was sponsored by the Wallace for President committee. . . Between bursts of applause, Wallace enumerated six "definite decisive steps", which he said must be taken to restore a "com mon ground of peace." He called for general disarma ment,' outlawing of weapons of mass destruction, a ban against export oi weapons by any na Hon, and resumption ot unre stricted trade between Russia and this country, except for war goods. He also urged resumption of free exchange of scientific in formation between the two coun tries, free movement of citizens, students and newspapermen in both nations, and establishment of a United Nations agency for the distribution of international relief. To achieve these ends, he said. there must be "an open, fully re ported meeting of representatives of both the United States and the Soviet Union." Fund of $55,000 Raised "The world was heartened, by the release of notes exchanged by U. S. Ambassador liedell hmltn and Foreign Minister Molotov," he said, but added that "high American authorities" had pour ed cold water on these notes Wallace declared the exchange I offered "great hopes to those of us who have consistently main tained that peace is possible." "The two letters assume what we have long contended that the wartime cooperation between the great powers can be rebuilt and strengthened in time of peace," he said.
